Анотація
У статті досліджується феномен кумулятивних зовнішніх шоків, що сформувалися протягом 2025–2026 років: тарифна ескалація адміністрації Трампа, близькосхідний збройний конфлікт і закриття Ормузької протоки, а також різке скорочення офіційної допомоги розвитку. Аналізується їх сукупний вплив на боргову стійкість країн, що розвиваються, та окремо − на Україну, як країну з подвійною вразливістю: власний воєнний конфлікт і залежність від зовнішнього фінансування відбудови. Встановлено, що поєднання енергетичного шоку, інфляційного тиску та звуження фіскального простору формує якісно нову конфігурацію ризиків. Запропоновано підходи до адаптації боргової політики в умовах перманентної зовнішньої нестабільності.
This article examines the phenomenon of cumulative external shocks that emerged during 2025–2026: the Trump administration's tariff escalation, the Middle East conflict and closure of the Strait of Hormuz, and a sharp reduction in official development assistance. The paper analyses their combined impact on the debt sustainability of developing countries and specifically on Ukraine as a country with dual vulnerability – its own armed conflict and dependence on external reconstruction financing. It is established that the combination of an energy shock, inflationary pressure, and narrowing fiscal space creates a qualitatively new risk configuration distinct from previous crisis episodes. Approaches to adapting debt policy under conditions of permanent external instability are proposed.
