dc.description.abstractУ статті висвітлено актуальні питання територіального планування і геопланування в Україні, зокрема в умовах війни. Теоретично доведено різницю в поняттях територіального планування і геопланування. Розглянуто теоретико-методологічну основу і прикладні аспекти застосування планувальних рішень при розробці стратегічних документів регіонального та місцевого розвитку, зокрема з акцентом на Одеський регіон та його географічні особливості. Констатується потреба в удосконаленні нормативно-правової бази геопланування, пов’язаної з воєнним станом та повоєнним відновленням країни та окремих її територій різного ієрархічного рівня. Розробка комплексних планів розвитку громад має базуватися на ландшафтній основі та враховувати існуючу та перспективну систему розселення, оптимізувати користування землями за їх цільовим призначенням з метою сталого розвитку та збереження екологобезпечного довкілля. В умовах правового режиму воєнного стану та поствоєнного відновлення країни та окремих її регіонів рекомендовано враховувати міграційні потоки та інші динамічні показники демографічного потенціалу території при геоплануванні. uk
dc.description.abstractProblem Statement and Purpose. By signing the Association Agreement with the EU, Ukraine has undertaken to unify its domestic policy with the provisions of territorial development planning according to European visions, which is focused on ensuring multicentric spatial development and new relations between the city and the countryside, equal access to social infrastructure, balanced management of natural and cultural heritage, etc. A key issue in the spatial development of EU countries is ecological balance, the importance of which has especially increased in recent decades. Adaptation to climate change, preservation of biological diversity, balancing the use of soil and land resources and the landscape in general, improving the quality of the human habitat, reducing morbidity and improving human health are not an exclusive list of issues that are currently on the agenda. The resolution of these issues is determined by the framework of the national and global Development Goals 2030. It is the well-thought-out organization of the territory, its rational and balanced (sustainable) use that determines the practical side of this issue. Achieving this goal in general, both in Ukraine and directly in our Odesa region (including at the level of planning of community territories), requires systematic work with proper scientific and practical justification. This determines the relevance of the proposed study. The purpose of the study is to substantiate the theoretical and methodological basis of geoplanning as the most promising form of territorial planning in Ukraine in the context of its European integration progress. Data and Methods. In preparing the proposed publication, general scientific and specific scientific (geographical) approaches and research methods were used, as well as interdisciplinary approaches in the field of sciences related to the stated issues – urban planning, land management, ecology, Earth sciences, law, etc. In preparing the proposed publication, the stock materials of the Department of Geography of Ukraine, Soil Science and Land Cadastre and the Problem Research Laboratory of Soil Geography and Protection of Soil Cover of the Chernozem Zone (PNDL-4 of ONU), information sources and official web pages of government bodies, higher education institutions and scientific institutions and public institutions that are directly involved in the problems of spatial planning in our country were used. Results. The article highlights the current issues of territorial planning and geoplanning in Ukraine, in particular in wartime conditions. The difference in the concepts of territorial planning and geoplanning is theoretically proven. The theoretical and methodological basis and applied aspects of the application of planning solutions in the development of strategic documents of regional and local development are considered, in particular with an emphasis on the Odesa region and its geographical features. The need to improve the regulatory and legal framework of geoplanning associated with the martial law and post-war reconstruction of the country and its individual territories of various hierarchical levels is noted. The development of comprehensive community development plans should be based on a landscape basis and take into account the existing and prospective settlement system, optimize the use of lands for their intended purpose for the purpose of sustainable development and preservation of an ecologically safe environment. In the conditions of the legal regime of martial law and post-war reconstruction of the country and its individual regions, it is recommended to take into account migration flows and other dynamic indicators of the demographic potential of the territory in geoplanning. Comprehensive plans for the development of communities as an integral attribute of their sustainable development should be developed on a landscape basis, taking into account the existing and prospective system of population settlement, optimization of land use for their intended purpose and preservation of an ecologically balanced environment. In the conditions of the special legal regime of martial law and postwar reconstruction of the country and its individual regions, it is recommended to take into account migration flows and other dynamic indicators of the demographic potential of the territory in geoplanning. The most problematic in geoplanning is the current district level, which is not provided with the necessary information base for further planning, which confirms the incompleteness of a number of reforms in Ukraine – decentralization, administrative, financial and tax, land, agrarian, land reclamation, forestry, etc. Ecologically unbalanced use of soil and land resources has led to the development of destructive processes of a degradation orientation in ecosystems. Currently, in wartime conditions, land use at all levels (national, regional, local) has not resolved the issues of ecological and agrochemical certification, land degradation and monitoring, sustainable management of water and soil resources, etc. The resolution of these issues, together with a block of demographic and other socio-economic problems, will determine the main directions in planning community territories in the post-war period of our country’s development, and now they already require the training of appropriate management and executive personnel.en
