dc.description.abstractУ статті досліджується Європейська політика сусідства як один із ключових інструментів Європейського Союзу щодо врегулювання міжнародних конфліктів у країнах-сусідах. З огляду на посилення регіональних загроз, зокрема війну в Україні, питання ефективності інструментів ЄПС набуває особливої актуальності. У роботі проаналізовано основні механізми впливу ЄС на стабілізацію ситуації в сусідніх країнах – від політико-дипломатичних заходів і санкцій до цільового фінансування, консультативних місій і посередницьких зусиль. У рамках методу кейс-стаді розглянуто приклад України, зокрема діяльність спеціальних місій ЄС. uk
dc.description.abstractThe article examines the European Neighborhood Policy as one of the key instruments of the European Union for the settlement of international conflicts in neighboring countries. Given the intensification of regional threats, in particular the war in Ukraine, the issue of the effectiveness of ENP instruments is becoming particularly relevant. The paper analyzes the main mechanisms of the EU’s influence on the stabilization of the situation in neighboring countries – from political and diplomatic measures and sanctions to targeted funding, advisory missions and mediation efforts. The case study examines the example of Ukraine, in particular the activities of EU special missions. The article also explores the conceptual foundations of the ENP, including the principles of conditionality, differentiation, and joint ownership, which shape the EU’s engagement with partner countries. Special attention is paid to how these principles function in practice and whether they contribute to sustainable conflict resolution. The paper emphasizes the role of the EU Advisory Mission in reforming the civil security sector and promoting the rule of law under conditions of external aggression. Furthermore, the article highlights both the strengths and limitations of the ENP in the context of ongoing geopolitical instability. It argues that while the ENP has facilitated some positive changes, its overall effectiveness is constrained by fragmented implementation, a lack of strategic coherence, and limited enforcement capacity. In conclusion, the study suggests that enhancing the ENP’s potential requires a more flexible and tailored approach, increased political will, and deeper cooperation with local actors to achieve long-term stabilization in the region.en
