dc.description.abstractУ статті досліджується взаємодія місцевої влади Одеси з міжнародними акторами в умовах широкомасштабної війни, спричиненої збройною агресією Російської Федерації проти України. Актуальність дослідження зумовлена зростанням ролі місцевого рівня управління в забезпеченні стійкості міста в умовах надзвичайної безпекової ситуації. Метою роботи є аналіз інституційної поведінки органів місцевого самоврядування в Одесі як ініціаторів, координаторів і повноцінних партнерів міжнародних організацій у реалізації проєктів, спрямованих на захист критичної інфраструктури, гуманітарну підтримку населення, збереження культурної спадщини та розвиток управлінського потенціалу. У тексті визначено п’ять ключових напрямів міжнародної взаємодії: енергетична безпека (участь USAID ESP, UNDP, GIZ у відновленні пошкодженої інфраструктури під час масованих атак 2022–2025 рр.), гуманітарна сфера (діяльність WFP, UNHCR, UNICEF, ICRC, OCHA), підвищення інституційної спроможності муніципалітету, культурна спадщина (включення історичного центру Одеси до Списку всесвітньої спадщини ЮНЕСКО), а також міжмуніципальна співпраця з містами-партнерами. Теоретично обґрунтовано й емпірично проілюстровано три моделі взаємодії: Top-down (ініціатива від міжнародних структур), Bottom-up (ініціативи з боку місцевої влади) та Peer-to-peer (горизонтальні зв’язки з муніципалітетами інших країн). Обґрунтовано, що саме здатність місцевої влади швидко адаптувати зовнішні ресурси до локального контексту забезпечує ефективність міжнародної підтримки. У статті також порушено проблему парадипломатії та перетворення символічної підтримки в практичну співпрацю. Зроблено висновок, що інституційна автономія, управлінська резильєнтність і стратегічне партнерство є критично важливими чинниками стійкості Одеси в умовах війни. uk
dc.description.abstractThe article explores the interaction between the local authorities of Odesa and international actors amid the full-scale war triggered by the armed aggression of the Russian Federation against Ukraine. The relevance of the study stems from the increasing role of local governance in ensuring urban resilience under extreme security threats. The purpose of the article is to analyze the institutional behavior of Odesa’s local self-government bodies as initiators, coordinators, and equal partners of international organizations in implementing projects aimed at protecting critical infrastructure, providing humanitarian assistance, preserving cultural heritage, and enhancing administrative capacity. The text identifies five key areas of international cooperation: energy security (participation of USAID ESP, UNDP, and GIZ in restoring damaged infrastructure during the massive attacks of 2022–2025), humanitarian aid (activities of WFP, UNHCR, UNICEF, ICRC, and OCHA), institutional capacity-building of the municipality, cultural heritage (inclusion of Odesa’s historic center in the UNESCO World Heritage List), and inter-municipal cooperation with partner cities. The study theoretically substantiates and empirically illustrates three models of interaction: top-down (initiatives by international organizations), bottom-up (initiatives from the local authorities), and peer-to-peer (horizontal ties with foreign municipalities). The article argues that the ability of local authorities to swiftly adapt external resources to the local context is a key factor in the effectiveness of international support. It also addresses the issue of paradiplomacy and the need to transform symbolic solidarity into practical cooperation. The study concludes that institutional autonomy, managerial resilience, and strategic partnership are critical factors for Odesa’s stability and resistance under wartime conditions.en
