Анотація
У статті висвітлено проблемні питання інформаційного забезпечення земельного кадастру в Україні про ґрунтові ресурси. Схарактеризовані особливості функціонування, формування (наповнення) та використання інформації про ґрунти в системі державного земельного кадастру країни, зокрема під час дії особливого правового режиму воєнного стану. Також розглянуто еволюцію ґрунтово-географічної бази даних в Україні, проаналізовано сучасний стан відображення ґрунтової інформації на Публічній кадастровій карті України, надано пропозиції та рекомендації щодо вирішення деяких нагальних проблем ведення державного земельного кадастру в Україні в умовах невизначеності, пов’язаної з воєнних станом, головно в частині раціоналізації користування землями сільськогосподарського призначення.
Problem Statement and Purpose. The article highlights the problematic issues of information provision of the land cadastre in Ukraine on soil resources. The features of the functioning, formation (filling) and use of information on soils in the system of the state land cadastre of the country are characterized, in particular during the special legal regime of martial law. The evolution of the soil and geographical database in Ukraine is also considered, the current state of the display of soil information on the Public Cadastral Map of Ukraine is analysed, proposals and recommendations are provided for solving some urgent problems of maintaining the state land cadastre in Ukraine in conditions of uncertainty associated with martial law, mainly in terms of rationalization of the use of agricultural lands. Data and Methods. When writing the article, traditional general scientific and specific scientific research methods were used, as well as interdisciplinary approaches in the field of sciences related to the stated issues (land management, Earth sciences, geography, ecology, special sections of environmental, land and natural resource law). When preparing the proposed publication, the fund and archival materials of the Department of Geography of Ukraine, Soil Science and Land Cadastre and the Problem Research Laboratory of Soil Geography and Soil Cover Protection of the Chernozem Zone (PNDL-4 of ONU), land management schemes of administrative districts of Odessa region according to the old territorial division, data from the State Land Cadastre of Ukraine (SLC), including the Public Cadastral Map of Ukraine (PCM), as well as open data from geospatial databases (GBD) and soil geoinformation systems (GrGIS) of our country were used. Results. For the effective use of soil and geographic information in the State Soil and Geophysical Survey of Ukraine, a comprehensive approach is required, including the unification of methodology, conducting surveys using modern, including remote technologies, creating a nationwide database with open access, quality control of existing data, establishing information exchange and improving the skills of specialists, including in the conditions of the legal regime of martial law. It is proposed to consider the creation of regional soil information systems (GrGIS), which are closely integrated into the national infrastructure of geospatial freely distributed soil data and which are relevant to the data of the Ukrainian Soil Information Centre. Solving these problems will contribute to improving the quality and relevance of soil and geographic information, which is critically important for making informed decisions in the field of soil and land natural resource management, soil protection and sustainable development of agricultural production in Ukraine. Further development of the soil and geographical component of the State Natural Resources of Ukraine is a guarantee of effective, rational and economical use of the most valuable resource of our country.
