Анотація
Статтю присвячено аналізу особливостей становлення інституту президенства в постсоціалістичних державах Центрально-Східної Європи та пострадянського простору. Доведено, що становлення президентських інститутів в постсоціалістичних країнах є складним і неоднозначним процесом та залишається актуальним предметом досліджень для сучасної політичної науки. У статті наведено теоретичні моделі, які дають змогу зрозуміти, особливості моделей президенства, їхній зв'язок з історичними передумовами, інституційними структурами та сучасними викликами так званого демократичного транзиту. Розкрито питання, чому деякі країни розвинули демократичні механізми, а інші тяжіють більше до авторитарних. Данна робота виокремлює системні проблеми легітимності, балансу гілок влади та загрози суперпрезиденталізму, які характерні для пострадянського простору. У статі наведено порівняльні приклади з Польщі, України, Білорусі, Казахстану та Чехії.
The article is devoted to analyzing the specifics of the formation and development of the institution of presidency in post-socialist states of Central-Eastern Europe and the post-Soviet region. It argues that the emergence of presidential institutions in these countries is a complex and ambiguous process, constituting a relevant field for contemporary political science research. The study utilizes theoretical models to illustrate the distinctive features of presidential models and explores their connections to historical preconditions, institutional structures, and contemporary challenges associated with democratic transitions. The author identifies critical systemic issues, including legitimacy, balance among government branches, and threats of super-presidentialism, typical of post-Soviet political landscapes. The paper provides comparative examples from Poland, Ukraine, Belarus, Kazakhstan, and Georgia, highlighting the diverse political outcomes in seemingly similar transitional contexts. It engages in a theoretical discussion rooted in classic scholarly works, emphasizing Juan Linz's foundational hypotheses on the institutional instability of presidentialism, as well as Matthew Shugart's counterarguments and detailed classification of presidential systems. Further, the author integrates perspectives by Sarah Birch regarding electoral systems' impact on democratic quality and parliamentary stability, Douglass North's analysis of institutional maturity, and Guillermo O'Donnell and Philippe Schmitter's theory on democratic transitions and elite pacts. Empirically, the paper presents a comparative table illustrating different presidential models and their political implications. It concludes that presidential systems can either facilitate democratic consolidation or foster authoritarian regression, primarily dependent on clear constitutional separation of powers, parliamentary autonomy, and informal patronal networks. The article suggests future research directions, proposing in-depth modeling of transformational processes incorporating broader variables such as geopolitical contexts and social movements.
