Анотація
Стаття присвячена аналізу такого
фактору «сили» в Чорноморській
регіональній системі як військово-морські
навчання країн-членiв НАТО спiльно з
Україною, з одного боку, та Росiйської
Федерацiї, з iншого боку. Автор акцентує
увагу на активiзацiї україно-натовських
вiйськово-морських навчань після
2013 року у відповідь на небажання Росії
дотримуватися вiйськово-морського
балансу сил та у зв’язку з наростанням її
агресивностi у регiонi з часів так званої
анексії Криму.
The article is devoted to the analysis of such a factor of "strength" in the Black Sea regional system as naval exercises. The structure of the Black Sea region is analyzed, the geopolitical importance of the region and the main geopolitical actors is determined, taking into account their naval potential and goals in the Black Sea region: Turkey, NATO and Russia. The essence of naval exercises, their tasks and role as a factor of "strength" are clarified. The role of Ukraine in the Black Sea regional security and its formation as a regional security actor is determined. The main naval exercises held in the Black Sea (Sea Breeze, Partner Cooperative, Peace Fair, Poseidon, Maco Cooperative, Breeze and others), participation of various countries, as well as Russia’s reaction to NATO exercises were analyzed. The main documents that determined the strategy of behavior of the main actors in the Black Sea regional security system are revealed. The peculiarities of Ukraine’s direct participation in this process as a country that tried to find its own path of development as a maritime state are determined. The author emphasizes the growing aggression of Russia in the region, which automatically increases the risk of escalation of exercises into conflict. The main milestones of the use of naval exercises as a factor of "strength" in the Black Sea regional system are revealed. The impact on the security situation of the situation in Crimea in 2014 and the increased risks of naval exercises after this period
