dc.description.abstractУ статті розглядається базові аспекти цифрової трансформації у сфері державного управління, яка є ключовим напрямом модернізації урядових структур. Розглянуто наукові підходи щодо поняття цифрової трансформації, визначено базові складові трансформаційних процесів. Представлено основні принципи цифрової трансформації в сучасних умовах. Підкреслюється значення цифрових технологій для покращення ефективності, прозорості та доступності державних послуг. Розглядаються інноваційні рішення, такі як платформа «Дія», яка об’єднує важливі адміністративні сервіси для громадян і бізнесу, а також система «ProZorro», що забезпечує прозорість і підзвітність державних закупівель в Україні. Особливу увагу приділено нормативно-правовій базі, яка створює умови для впровадження цифрових інструментів у державне управління. Проаналізовано вплив цифровізації на взаємодію держави з громадянами та бізнесом, а також перспективи її подальшого розвитку. Визначено ключові проблеми цифрової трансформації. Розглянуто виклики, пов’язані з нерівним доступом до Інтернету, недостатнім рівнем цифрової грамотності населення та потребою у посиленні кібербезпеки. У статті акцентовано на проблемах забезпечення стабільної цифрової інфраструктури, підвищення компетентності населення у використанні електронних сервісів та адаптації державних інституцій до сучасних технологічних умов. Це дозволяє визначити перспективні напрямки подальшого розвитку цифрового управління в Україні в контексті глобальних викликів та інтеграції до міжнародного цифрового простору. uk
dc.description.abstractThe article considers the basic aspects of digital transformation in the field of public administration, which is a key direction of modernization of government structures. Scientific approaches to the concept of digital transformation are considered, the basic components of transformation processes are identified. The main principles of digital transformation in modern conditions are presented. The importance of digital technologies for improving the efficiency, transparency and accessibility of public services is emphasized. Innovative solutions are considered, such as the "Diya" platform, which combines important administrative services for citizens and businesses, as well as the "ProZorro" system, which ensures transparency and accountability of public procurement in Ukraine. Particular attention is paid to the regulatory framework that creates conditions for the implementation of digital tools in public administration. The impact of digitalization on the interaction of the state with citizens and business, as well as the prospects for its further development, is analyzed. Key problems of digital transformation are identified. The challenges associated with unequal access to the Internet, insufficient digital literacy of the population and the need to strengthen cybersecurity are considered. Basic issues that require detailed research are identified. The article focuses on the problems of ensuring a stable digital infrastructure, increasing the competence of the population in using electronic services and adapting state institutions to modern technological conditions. This allows us to identify promising directions for the further development of digital governance in Ukraine in the context of global challenges and integration into the international digital space.en
