Анотація
Проблематика задоволення потреб внутрішньо переміщених осіб в Україні демонструє поступовий перехід від етапу кризового реагування до сталої інтеграції. Цей процес відображає адаптацію ВПО до нових умов проживання та формування нових соціально-економічних стратегій на індивідуальному та громадському рівнях. У статті здійснено комплексний аналіз змін у структурі потреб ВПО в умовах сучасних соціально-економічних трансформацій, охарактеризовані ключові виклики для громади, та окреслено можливості їх подолання. Обґрунтовано необхідність переходу від короткострокової державної політики підтримки до стратегічного управління інтеграції на регіональному рівні.
Problem Statement and Purpose. The issue of meeting the needs of internally displaced persons in Ukraine demonstrates a gradual transition from crisis response to sustainable integration. This process reflects the adaptation of IDPs to new living conditions and the formation of new socio-economic strategies at the individual and community levels. The article provides a comprehensive analysis of changes in the structure of IDPs’ needs in the context of current socio-economic transformations, describes key challenges for the community, and outlines opportunities for overcoming them. It substantiates the need to move from short-term state support policies to strategic management of integration at the regional level. Data and Methods. The study is based on a comprehensive analysis of data obtained from official sources of statistical and analytical reports: the International Organization for Migration (IOM), the Ministry of Social Policy of Ukraine, and the United Nations Department of Economic and Social Affairs. A comprehensive approach was used to systematically assess the dynamics of the needs and support mechanisms for internally displaced persons in Ukraine. Based on the analysis of dynamics and comparison of statistical indicators, the main trends in the number and needs of IDPs in different macro-regions of Ukraine were identified. Graphical analysis allowed visualizing the number and distribution of IDPs by macro-regions of residence and origin during 2022–2025. In addition, a systematic and formal-logical analysis of IDP support programs was applied, which made it possible to identify inconsistencies and inconsistencies with current challenges that affect the effectiveness of state support. Results. Forced displacement of the population as a result of armed aggression creates new challenges both for the displaced persons themselves and for the state as a whole. An analysis of internal migration of IDPs in Ukraine during 2022–2025 allows us to conclude that this process is systemic and long-term in nature. The largest number of IDPs come from the Donetsk, Luhansk, Kherson, Zaporizhzhia, and Kharkiv regions. The greatest anthropogenic load during the period in question fell on the territories of the Central, Western, and partly Northern macroregions, while the eastern and southern regions are experiencing a rapid decline in population, which is exacerbating the demographic crisis. This spatial-demographic imbalance poses new challenges for regional policy, as it requires the creation of new approaches to resource allocation and the planning of adaptation programs for recipient communities. The demographic structure of IDPs remains relatively stable: the majority are women and older people, which increases the vulnerability of this population group and determines the specific characteristics and priorities of their needs. Depending on the type of settlement, certain territorial differences can be observed: financial support is most relevant for all population groups, but rural residents are more likely to need materials for repairs and solid fuel, while in large cities there is a need for housing and autonomous energy sources. The analysis shows that the dynamics of IDP needs in Ukraine in 2022–2025 have clear spatial and socio-demographic differences due to the intensification of hostilities, security factors, and differences between the socio-economic levels of communities. The high level of material vulnerability of the vast majority of IDPs and their uneven territorial distribution create an additional burden on the local economy and exacerbate social tensions in communities. Future development of state and regional policy in the field of IDP support should be aimed at transitioning from short-term humanitarian measures to a long-term integration strategy. Priority areas of work include improving communication between local authorities and the population and expanding partnerships at the national and international levels. This approach will facilitate the effective adaptation of IDPs and ensure the sustainable development of Ukraine’s local communities in the context of ongoing social transformations.
