Л.; Борщ, Виктория ИгоревнаDue to the current economic instability, environmental and social change the problem of collaborative governance is very urgent for Ukraine, as well as other developing countries. The purpose of this scientific article is to examine theoretical and practical applications of the collaborative approach to the governing of the state, using a tripartite management model. In particular, the paper investigates the tripartite model (triad) as an integrative framework that includes three sectorssocial, political and financial. The political sector is represented in government, financial one in for-profit organizations, and social sector in any chosen NGO or NPO, which will act as a mediator between the public and government. Moreover, the author suggests that only though collaboration between those three sectors the effectiveness of the state governance could be achieved, also ensuring the sustainable development. The article presents a compelling argument against establishing sole power in the hands of a single institutional entity, instead outlining the possible benefits of sharing power and responsibility among all citizens. Using the example of Ukraine, it delineates a potential scenario where state adopts the triad to undertake a path to sustainable development. For the practical achievement of the research goal, there were studied: students’ self-perceived health status and their physical and moral reaction to COVID-19; their thoughts while onlooking relatives’ reaction in the conditions of self-isolation, and students’ opinion on new interaction with tutors in frame of online education. This part of the research was carried out from November, 2020 till May, 2021. Respondents were the students of South region of Ukraine, who study disciplines with some risk for public health system, namely, future seafarers and medical workers. In our work we drew on theoretical and practical conclusions made by the American, European and Ukrainian researchers of public health system and of cooperation between a teacher and a student in the conditions of COVID-19 pandemic. The theoretical aspect devoted to specification of such concepts as "public health", "public health within student community", is connected with the practical one, and allows to elaborate the unique research tooling and to reflect its components during a sociological poll with the help of questionnaire analysis. Application part of work is based on an empirical social research of transformations of students’ feelings and opinions under the influence of pandemic, drawing on the analysis of moral difficulties that the students of higher educational institution faced in terms of sudden and drastic change to a remote format of learning being fully separated from an educational group. Methods of summarization, formal logic and analytical methods were used in the research. The informational database is the official web-sites of the international organizations such as World Health Organization, International Labor Organization, and United Nations Development Program. In the paper the economic consequences of COVID-19 and the concepts of their overcoming are examined. The authors analyze the main problems , caused by COVID-pandemic worldwide, among which the following are determined: (1) decrease of employment level; (2) high risk of work closures by economic branches; (3) global working hours reduction by regions; (4) potential impacts of the pandemic on earnings of informal workers. The authors highlight that consequences of the current crisis are estimated 3-4 times more than the financial crisis of 2008. It was mentioned that the COVID-19 pandemic has a significant impact on the markets’ development by creating the great disproportion in the markets’ development. Also, in the paper the impacts of recommended and required workplace closures and the employment in countries with recommended or required workplace are presented. Impact of the COVID-19 crisis on enterprises (employers and own-account workers) in risky sectors by the economic sectors is given. The potential consequences are illustrated by the example of the economy of the G7 countries and EU. Annual output gap for EU countries was presented in the research. Three scenarios for the development of the COVID-19 pandemic were examined. They depend on termination of the economy’s lockdown. In the paper the necessity of the risk assessment scales and established crisis monitoring processes and systems have been proved. The example of the risk assessment scale, proposed by Schlumberger, was illustrated. Road map for the minimization of losses from COVID-19 was proposed by the authors, which takes into account the main problems identified by WHO as prerequisites. Intellectualization is viewed as the main background for this process. In the article authors examine different types and directions of the intellectualization process (intellectualization of the society, of the economy and of the labour activity). And we see that these directions have different results of their activity. The impact of the intellectualization of the society is viewed at the macro level and influence living conditions, societies’ development and so on. The impact of the economy intellectualization is viewed at the meso level, that means the economic and productive development of the scope of some branches. And the impact of the labour activity intellectualization is viewed at the micro level, when it influence certain branch, enterprise or even personnel of the company. In the article the factors of influence on the intellectualization process are viewed. Among them we can highlight next factors: labour, scientific, educational, managerial, socio-cultural, informational and communicational. They create the background for the effective realization of the intellectualization process. Also it is analyzed the concept of intellectual technologies. The authors adhere to the classification, in which three types of intellectual technologies are proposed. They are operational technologies, industrial internet technologies and informational technologies. The main advantages of the implementation of intellectual technologies into the business practice are overviewed. Problems of management of medical establishment have not been still considered in the context of the current reformation of healthcare sector and still this social and economic field does not report to the conditions of market mechanism. The main goal of this paper is to analyze a structure of total capital of modern medical establishment and the place and role of managerial capital in this structure. Methodology. This study combines economic analysis of concepts of total capital, physical capital, financial capital, intellectual capital and managerial capital. In this study complex of the general scientific and special research methods were used to achieve the goal of the study. The method of logical analysis of the literature was used. The structural analysis was used with purpose to generate the structure of total capital and its key elements of medical establishment. Method of summarization was used to make a conclusion. Scientific works of national and foreign leading scientists in this sphere were used as the informational basis for the conducted research. Findings. In the paper the issue of managerial capital of a medical establishment as a complex socio-economic system is researched. A structure of total capital of medical establishment with its main components, such as physical, financial and intellectual capital, is proposed. In their turn, the theoretical concept of intellectual capital considers the following its elements: human capital, organizational capital and consumer’s capital. Managerial capital is viewed as a meta-capital within the frameworks of proposed structure and is an effective management tool for medical establishments’ business processes and qualitative composition of all types of capital, which pursues the sustainable development of medical establishment. Main tasks of formation, development and reproduction of managerial capital of medical establishment are researched. Also the issues of institutional environment of forming management capital are researched. Key institutional determinants, such innovation, investment and structural mobility are considered. Practical implications. In the conditions of creating by Ukraine the new national healthcare system the issue of formation and development of managerial capital in healthcare sphere is of great importance. Hence, a lot of reforms in the different spheres of economic, social and legal policies are provided in the modern stage of Ukrainian development. By 2018, one of the most urgent reforms in Ukraine is the health care system’s reformation. Nowadays the complicated socio-economic, political and demographic changes are taking place in Ukraine. To date, according to the non-official statistical data, the preliminary appraisement of the total number of population is about 29 millions, i.e. in comparison with 2010 it has decreased 1,58 times or 16,96 mln. people. Methodology. This study combines economic, legal, and managerial analysis of Ukrainian healthcare system. In this study, a complex of the general scientific and special research methods was used to achieve the goal of the study. The method of historical and logical analysis of the literature was used. The functional and structural analysis was used with the purpose to research the state regulation of public relations in health care. Methods of comparative and statistical analysis and their synthesis were used to study the dynamics of development of legal basis in the health care sector. Method of summarization was used to make conclusions and recommendations for optimizing state regulation policy in Ukrainian health care. Scientific works of national and foreign scientists in the sphere of state regulation of health care sphere, national and international legal documents were used as the informational basis for the conducted research. Findings. In the paper, international basis for the formation of the Ukrainian state regulation mechanism is defined. The conceptual basis of state regulation mechanism is analysed. The difference between state regulation and public administration in healthcare is determined. Components of the healthcare market are allocated in order to analyse certain methods of their regulation. Main direct and indirect administrative and economic methods of state regulation in different medical markets are analysed. The framework for medical reformation is determined. Practical implications. In the article, the main problems and challenges of the stimulation and motivation process of the medical personnel in Ukraine are viewed. The theoretical basis of the motivation process is considered. This article analyses the approach of the differentiation of the “stimulation” and “motivation” categories. The point is stressed that motivation’s main goal is a state change in the medical organization from the point of view of personnel management, and the stimulation is directed to confirming this state. So these two processes are the part of one strategic mechanism of the personnel management and should complement each other. The current situation in the labour market of the healthcare sector is examined. The main issues of this market are defined. And on the basis of the specified problems, the instruments and methods of stimulation of medical staff are proposed by the author. The system of grids as the part of the financial and monetary incentives at the medical establishment is offered with the purpose of its medical staff’s activity improvement. The practical importance of the scientific research results lies in detailing the motivation and stimulation process and its detailed analysis from the point of view of the healthcare sector, which is important for the further development of the healthcare sphere in Ukraine. Methodology. The methodological basis of the article is the complex of methods, including methods of scientific cognition, analysis and synthesis, systematization and scientific abstraction. Materials and methods: Basic methods: analysis, synthesis and comparison. Object of research: system of state certification of graduates of medical sciences. Investigation of this topic in the paper is carried out in the following logical sequence: firstly, the basic principles of the state integrated qualification exam were determined and analyzed; then the legal enforcement for integrated state qualification exam of master’s degree in discipline “22 Health Care” was considered. Also, a critical review of Ukrainian normative base for holding the state attestation of medical graduates was conducted. The general concept of managerial capital was defined; its main sources were analyzed. Objective processes of developing a professional management system have been viewed. Within the framework of the forming organization’s management capital the following tasks of healthcare facilities’ management were determined. In the paper it is argues, that the process of managerial capital formation is ongoing in the frameworks of managerial staff’s professionalization. Thus, the main directions and variants of professionalization of managerial staff in healthcare field are proposed. But nevertheless, it is important to emphasize, that professionalization of managerial staff in Ukrainian health care is very complicated process, due to the lack of special training basis for its realization and, especially, understanding of government its necessity. The problem of forming and developing managers of healthcare facilities has been emphasized in the paper. The main purpose of research is to analyze the public-private partnership as the progressive form of innovative and investment mechanism in Ukrainian healthcare sector, taking into the consideration international experience in this sphere. The key methods used in the conducted research are data analysis, summarization and comparison. The data synthesis and analysis are the basic value-added elements of this research, which could help to find out the main prospective of PPP-model use in Ukrainian healthcare sector. The object of research is the group of countries such as USA, UK, Canada, and BRIC countries, because namely they are the most progressive in public-private partnership in health care. Practical importance of the scientific research results lies in defining the general principles of public-private partnerships and a set of criterion for its efficiency estimation. Also, the worldwide experience was analyzed in this research and main challenges for its implementation in Ukrainian healthcare practice were considered. Загострює цю проблему й реформування цієї галузі. Сучасна медична реформа спрямована на зміну умов функціонування ринку медичних послуг та діяльності його суб’єктів господарювання. Так, спостерігається загальна тенденція до комерціалізації діяльності цих суб’єктів, що супроводжується формуванням приватного сектору ринку медичних послуг та зміною форми власності державного сектору (перехід до комунальних неприбуткових підприємств).
