Collaborative Approach to Management Using a Three-Way Management Model

Due to the current economic instability, environmental and social change the problem of collaborative governance is very urgent for Ukraine, as well as other developing countries. The purpose of this scientific article is to examine theoretical and practical applications of the collaborative approach to the governing of the state, using a tripartite management model. In particular, the paper investigates the tripartite model (triad) as an integrative framework that includes three sectorssocial, political and financial. The political sector is represented in government, financial one in for-profit organizations, and social sector in any chosen NGO or NPO, which will act as a mediator between the public and government. Moreover, the author suggests that only though collaboration between those three sectors the effectiveness of the state governance could be achieved, also ensuring the sustainable development. The article presents a compelling argument against establishing sole power in the hands of a single institutional entity, instead outlining the possible benefits of sharing power and responsibility among all citizens. Using the example of Ukraine, it delineates a potential scenario where state adopts the triad to undertake a path to sustainable development. Therefore, while the article limitations might be in that it carries mostly theoretical implication of the tripartite management model, it nevertheless builds a successful ground for adoption of this model in the future by any developing country.
COVID-19 and Maintaining Public Health within Student Community: Moral Difficulties Faced by Students

The research was aimed to develop a set of recommendations on maintaining public health within student community. For the practical achievement of the research goal, there were studied: students’ self-perceived health status and their physical and moral reaction to COVID-19; their thoughts while onlooking relatives’ reaction in the conditions of self-isolation, and students’ opinion on new interaction with tutors in frame of online education. This part of the research was carried out from November, 2020 till May, 2021. Respondents were the students of South region of Ukraine, who study disciplines with some risk for public health system, namely, future seafarers and medical workers. In our work we drew on theoretical and practical conclusions made by the American, European and Ukrainian researchers of public health system and of cooperation between a teacher and a student in the conditions of COVID-19 pandemic. The theoretical aspect devoted to specification of such concepts as "public health", "public health within student community", is connected with the practical one, and allows to elaborate the unique research tooling and to reflect its components during a sociological poll with the help of questionnaire analysis. Application part of work is based on an empirical social research of transformations of students’ feelings and opinions under the influence of pandemic, drawing on the analysis of moral difficulties that the students of higher educational institution faced in terms of sudden and drastic change to a remote format of learning being fully separated from an educational group. Recommendations and conclusions are made by the authors in order to safeguard public health within student community.
Economic consequences of COVID-19 and the concepts of their overcoming

The main aim of this paper is to analyze the economic impact of COVID-19 pandemic on the global economy. Methods of summarization, formal logic and analytical methods were used in the research. The informational database is the official web-sites of the international organizations such as World Health Organization, International Labor Organization, and United Nations Development Program. In the paper the economic consequences of COVID-19 and the concepts of their overcoming are examined. The authors analyze the main problems , caused by COVID-pandemic worldwide, among which the following are determined: (1) decrease of employment level; (2) high risk of work closures by economic branches; (3) global working hours reduction by regions; (4) potential impacts of the pandemic on earnings of informal workers. The authors highlight that consequences of the current crisis are estimated 3-4 times more than the financial crisis of 2008. It was mentioned that the COVID-19 pandemic has a significant impact on the markets’ development by creating the great disproportion in the markets’ development. Also, in the paper the impacts of recommended and required workplace closures and the employment in countries with recommended or required workplace are presented. Impact of the COVID-19 crisis on enterprises (employers and own-account workers) in risky sectors by the economic sectors is given. The potential consequences are illustrated by the example of the economy of the G7 countries and EU. Annual output gap for EU countries was presented in the research. Three scenarios for the development of the COVID-19 pandemic were examined. They depend on termination of the economy’s lockdown. In the paper the necessity of the risk assessment scales and established crisis monitoring processes and systems have been proved. The example of the risk assessment scale, proposed by Schlumberger, was illustrated. Road map for the minimization of losses from COVID-19 was proposed by the authors, which takes into account the main problems identified by WHO as prerequisites. The COVID-19 crisis program, drawn up by authors, was presented in the paper.
Enterprise resource planning in healthcare system

Hospital information systems are usually heterogeneous and autonomous. However, to improve the efficiency of the hospital sector, it has been proposed that integrated management systems should be applied in the healthcare organizations. These integrated systems would help to improve hospitals’ processes and reduce operating. This article integrates the appropriate information in order to enhance the knowledge of attitude toward using ERP from the health care personnel's perspective. In a situation where theory is advanced, it is essential to involve the creation and validation of new measures, and such efforts are considered an important contribution to scientific practice in the healthcare field.
Implementation of the intellectual technologies into the management system of the modern enterprise: theoretical basis

The issues of implementation of the intellectual technologies into the management system of the modern enterprise are investigated in this article. Intellectualization is viewed as the main background for this process. In the article authors examine different types and directions of the intellectualization process (intellectualization of the society, of the economy and of the labour activity). And we see that these directions have different results of their activity. The impact of the intellectualization of the society is viewed at the macro level and influence living conditions, societies’ development and so on. The impact of the economy intellectualization is viewed at the meso level, that means the economic and productive development of the scope of some branches. And the impact of the labour activity intellectualization is viewed at the micro level, when it influence certain branch, enterprise or even personnel of the company. In the article the factors of influence on the intellectualization process are viewed. Among them we can highlight next factors: labour, scientific, educational, managerial, socio-cultural, informational and communicational. They create the background for the effective realization of the intellectualization process. Also it is analyzed the concept of intellectual technologies. The authors adhere to the classification, in which three types of intellectual technologies are proposed. They are operational technologies, industrial internet technologies and informational technologies. The main advantages of the implementation of intellectual technologies into the business practice are overviewed. Thus, we can approve that the implementation of the intellectual technologies creates the new quality of the business activity, has the great impact on the state and its population.

Urgency of the research. Implementation of the innovation training and development technologies is the basis for the effective human resources use and their effectiveness increasing. Target setting. Interest in the professionalization process of managerial staff is gradually growing. Determination of the main tendencies in the management education and eliminating the problems of effective use of training and development technologies for managerial personnel, requires detailed consideration. Actual scientific researches and issues analysis. The scientific works of R. Ansoff, M. Armstrong, E. Kuznietsov are devoted to the analysis of theoretical and practical aspects of managerial personnel professionalization. Uninvestigated parts of general matters defining. The development of the complex education technology of personnel training and development is still uninvestigated scientific issue. The research objective. Innovation training and development process of managerial personnel is the subject of the article. The main goal of the article is to research existent educational technologies for managerial personnel development, to analyze their effectiveness and to propose the most useful one. The statement of basic materials. The problems of management education in Ukraine are viewed. The ways of addressing challenges were suggested. Also the main tendencies of Ukrainian business education market are researched. Issues and challenges of business education area were examined. The comparative analysis of the traditional and non-traditional educational methods was conducted. The degree of effectiveness of their implementation was defined. Conclusions. Unique innovation educational technologies for managerial personnel are proposed, such as implementation of soft skills’ development, learning organization conception, corporate university and knowledge center. But the problems of legal, financial and methodological maintenance still exist. It was proposed complex education technology.
Institutional Determinants of Forming the Management Capital: A Case of Ukrainian Healthcare Sector

Medical establishment is a complex socio-economic system, whose sustainable development should be ensured by the modern management practices. Problems of management of medical establishment have not been still considered in the context of the current reformation of healthcare sector and still this social and economic field does not report to the conditions of market mechanism. The main goal of this paper is to analyze a structure of total capital of modern medical establishment and the place and role of managerial capital in this structure. Methodology. This study combines economic analysis of concepts of total capital, physical capital, financial capital, intellectual capital and managerial capital. In this study complex of the general scientific and special research methods were used to achieve the goal of the study. The method of logical analysis of the literature was used. The structural analysis was used with purpose to generate the structure of total capital and its key elements of medical establishment. Method of summarization was used to make a conclusion. Scientific works of national and foreign leading scientists in this sphere were used as the informational basis for the conducted research. Findings. In the paper the issue of managerial capital of a medical establishment as a complex socio-economic system is researched. A structure of total capital of medical establishment with its main components, such as physical, financial and intellectual capital, is proposed. In their turn, the theoretical concept of intellectual capital considers the following its elements: human capital, organizational capital and consumer’s capital. Managerial capital is viewed as a meta-capital within the frameworks of proposed structure and is an effective management tool for medical establishments’ business processes and qualitative composition of all types of capital, which pursues the sustainable development of medical establishment. Main tasks of formation, development and reproduction of managerial capital of medical establishment are researched. Also the issues of institutional environment of forming management capital are researched. Key institutional determinants, such innovation, investment and structural mobility are considered. Practical implications. In the conditions of creating by Ukraine the new national healthcare system the issue of formation and development of managerial capital in healthcare sphere is of great importance. It should be considered in the current process of Ukrainian healthcare system’s reformation to avoid the mistakes. Value (originality). The purpose of this study is to investigate the effect of supply chain management on competitive advantage and sustainability in the national economy. The national economy’s competitiveness has a complex nature, ensured by sustainable economic, political and social development. In the paper the issue of the national economy’s competitiveness as a complex of supply chain management of socio-economic system is researched. The author’s approach to the concept of the national economy’s competitiveness was formed. Key elements of the national economy’s competitiveness were analyzed, among which national production, resource base, intelligence of the Nation, and national social capital. Relationships between the competitiveness of the national economy and globalization processes are determined. Practical recommendations for improving competitiveness of the developing countries in the world economic area were proposed. Problem of the national economy’s competitiveness is examined from the position of the modern macroeconomic modernization, under supply chain system and institutional dynamics are one of the key factors for promoting economic progress and ensuring society’s high level of well-fare.
Main tendencies and issues of ukrainian health care system reformation on the modern stage of economic development

One of the most important tasks, put before the Ukrainian society, is increasing of Ukrainian economical competitiveness and wellbeing of Ukrainian population. Hence, a lot of reforms in the different spheres of economic, social and legal policies are provided in the modern stage of Ukrainian development. By 2018, one of the most urgent reforms in Ukraine is the health care system’s reformation. Nowadays the complicated socio-economic, political and demographic changes are taking place in Ukraine. To date, according to the non-official statistical data, the preliminary appraisement of the total number of population is about 29 millions, i.e. in comparison with 2010 it has decreased 1,58 times or 16,96 mln. people. According to the official statistics, the dynamics is not such bad, but nevertheless, there are significant problems with demographics: by 01.02.2018 there are 42, 39 mln. people in Ukraine.
Methodological frameworks for state regulation of health care system in the post-soviet countries

The main purpose of the paper is to analyse the methodological framework for state regulation and public administration of the health care sector in the post-Soviet countries (the case of Ukraine). Methodology. This study combines economic, legal, and managerial analysis of Ukrainian healthcare system. In this study, a complex of the general scientific and special research methods was used to achieve the goal of the study. The method of historical and logical analysis of the literature was used. The functional and structural analysis was used with the purpose to research the state regulation of public relations in health care. Methods of comparative and statistical analysis and their synthesis were used to study the dynamics of development of legal basis in the health care sector. Method of summarization was used to make conclusions and recommendations for optimizing state regulation policy in Ukrainian health care. Scientific works of national and foreign scientists in the sphere of state regulation of health care sphere, national and international legal documents were used as the informational basis for the conducted research. Findings. In the paper, international basis for the formation of the Ukrainian state regulation mechanism is defined. The conceptual basis of state regulation mechanism is analysed. The difference between state regulation and public administration in healthcare is determined. Components of the healthcare market are allocated in order to analyse certain methods of their regulation. Main direct and indirect administrative and economic methods of state regulation in different medical markets are analysed. The framework for medical reformation is determined. Practical implications. The results of this study form the theoretical and methodological basis for practical improvement of the state regulation system of public relations in Ukrainian health care.

Reformation of healthcare sector of Ukraine supposes the formation of new “generation” of medical personnel. It considers as the urgent objective training of high-qualified medical staff. This supposes not only qualitative professional education, but formation of their capability to implement principles of health economics, management and marketing sciences to the medical organization’s activity, to solve financial, economic and administrative tasks. Working-out of such skills of medical personnel is directed to healthcare system’s efficiency increasing. Thus, the main goal of these methodological recommendations is to form the economic thinking of medical students. As a result of studying recommendations students will acknowledge with main economic laws, mechanisms and categories of health care; they will receive theoretical and practical knowledge in marketing and management of health care. Recommendations are directed at the knowledge and practical skills obtaining, which are necessary for effective managerial decisions process realizing in healthcare field. A perfect study of the discipline will enable students to master the general laws, principles of formation and development of the economic, marketing and management system of the medical organization's activities.
Motivation and stimulation mechanism of medical staff in developing countries: main challenges and ways of its improving in Ukraine

The main purpose of the article is to propose the effective instruments of motivation and stimulation of the medical staff within the modern Healthcare Reform in Ukraine. In the article, the main problems and challenges of the stimulation and motivation process of the medical personnel in Ukraine are viewed. The theoretical basis of the motivation process is considered. This article analyses the approach of the differentiation of the “stimulation” and “motivation” categories. The point is stressed that motivation’s main goal is a state change in the medical organization from the point of view of personnel management, and the stimulation is directed to confirming this state. So these two processes are the part of one strategic mechanism of the personnel management and should complement each other. The current situation in the labour market of the healthcare sector is examined. The main issues of this market are defined. And on the basis of the specified problems, the instruments and methods of stimulation of medical staff are proposed by the author. The system of grids as the part of the financial and monetary incentives at the medical establishment is offered with the purpose of its medical staff’s activity improvement. The practical importance of the scientific research results lies in detailing the motivation and stimulation process and its detailed analysis from the point of view of the healthcare sector, which is important for the further development of the healthcare sphere in Ukraine. Methodology. The methodological basis of the article is the complex of methods, including methods of scientific cognition, analysis and synthesis, systematization and scientific abstraction. The informational basis of the conducted research is the scientific works of the domestic and foreign scientists in the sphere of management and organization of health care, the statistical data of the State Statistics Service of Ukraine, legal and regulatory documents of the Ministry of Health of Ukraine. Results. The proposed mechanism of medical staff’s motivation and stimulation allows solving the problems related to the shortage of the medical staff, the quality of their activity and their performance improvement etc. Further research directions are aimed at the study of all aspects of managerial capital formation and improvement in the healthcare field.
Organizational, regulatory and legal aspects of European integration of higher medical education in Ukraine: a critical review

The aim: The main purpose of this research is to conduct the theoretical and applied study of the legal profile enforcement for state attestation of medical graduates, the relevant legislative system, and its effectiveness; to identify the issues of special legislative requirements, as well as the search for ways to resolve it. Materials and methods: Basic methods: analysis, synthesis and comparison. Object of research: system of state certification of graduates of medical sciences. Investigation of this topic in the paper is carried out in the following logical sequence: firstly, the basic principles of the state integrated qualification exam were determined and analyzed; then the legal enforcement for integrated state qualification exam of master’s degree in discipline “22 Health Care” was considered. Also, a critical review of Ukrainian normative base for holding the state attestation of medical graduates was conducted. Conclusions: In view of foregoing, we can make a conclusion that in the modern globalization world, competition of national educational services should be ensured by a range of different activities: legal, organizational, financial, etc. The legal direction, domestic rules should correspond to similar, uniform rules and practices of the most effective state (regional, international) systems.
Overcoming the economic consequences of COVID-19

So, the challenge faced by society to reduce the adverse effects of the crisis, caused by pandemic. In the article, the authors have viewed the issues of managing the risk of the companies. They have proposed the crisis strategy for the national governments.
Professionalization of the Managerial Capital in the Healthcare Field: a Case of Ukraine

Main challenges, priorities and trends of the national health care are analyzed in the paper. The general concept of managerial capital was defined; its main sources were analyzed. Objective processes of developing a professional management system have been viewed. Within the framework of the forming organization’s management capital the following tasks of healthcare facilities’ management were determined. In the paper it is argues, that the process of managerial capital formation is ongoing in the frameworks of managerial staff’s professionalization. Thus, the main directions and variants of professionalization of managerial staff in healthcare field are proposed. But nevertheless, it is important to emphasize, that professionalization of managerial staff in Ukrainian health care is very complicated process, due to the lack of special training basis for its realization and, especially, understanding of government its necessity. The problem of forming and developing managers of healthcare facilities has been emphasized in the paper. Requirements for modern healthcare professionals have been identified.
Public-private partnership as an investment and innovation tool for medical facilities: a case of Ukrainian healthcare

This paper summarizes the scientific discussion on the issue of public-private partnership in healthcare sector. The main purpose of research is to analyze the public-private partnership as the progressive form of innovative and investment mechanism in Ukrainian healthcare sector, taking into the consideration international experience in this sphere. The key methods used in the conducted research are data analysis, summarization and comparison. The data synthesis and analysis are the basic value-added elements of this research, which could help to find out the main prospective of PPP-model use in Ukrainian healthcare sector. The object of research is the group of countries such as USA, UK, Canada, and BRIC countries, because namely they are the most progressive in public-private partnership in health care. Practical importance of the scientific research results lies in defining the general principles of public-private partnerships and a set of criterion for its efficiency estimation. Also, the worldwide experience was analyzed in this research and main challenges for its implementation in Ukrainian healthcare practice were considered. It is important for the further development of the healthcare sphere, and improvement of the healthcare facilities’ activity in Ukraine. Further research directions are aimed at study of the specific issue of public-private partnership, such as circumstances for creating alliances between private and public actors from a strategy perspective, explore the impact of incentive mechanisms and risk management procedures on health service performance throughout the extended project life-cycle, and to create conducive environments to foster inter-project learning.

Nowadays public-private partnership (PPP) is one of the most promising models for financing successful healthcare innovations. By combining public interest with private-sector research and development, PPP can inject new life into stalled projects and delivered innovative solutions to numerous industries – especially healthcare. Today governments spend increasing portions of their budgets on health care, since health spending is growing much faster than inflation. Exacerbated by the global recession and financial crisis, governments face frighteningly gaping deficits. Public health system is usually not able to provide significant investments to its sustainable development, to deliver healthcare infrastructure, including buildings, large-technology systems, clinical services, and associated non-clinical maintenance and facility-managements services immediately, thus it needs to seek for the different finding sources, among which the private funds are.
Strategic model of managing healthcare facilities

У статті досліджено провідні підприємства енергетичної галузі України, їх місія, мета і специфіка діяльності. Здійснено порівняльний аналіз діяльності провідних підприємств енергетичної галузі України за 2019 рік в сфері корпоративної соціальної відповідальності. Зіставлено реалізовані заходи з Цілями сталого розвитку ООН. Зазначена важливість провідних компаній енергетичної галузі для формування і розвитку практик корпоративної соціальної відповідальності на національному рівні. Розглянуто взаємозв›язок дій, здійснюваних організацією, з її нематеріальними активами (діловою репутацією, іміджем, брендом). Зазначається значимість взаємодії зі стейкхолдерами для розвитку компанії. За результатами порівняння виділені найбільш важливі Цілі сталого розвитку для лідерів української енергетичної галузі. Сьогодні в Україні проблема управління галуззю охорони здоров’я постає дуже гостро, особливо в мінливих умовах економічного, політичного та бізнес середовища. Загострює цю проблему й реформування цієї галузі. Сучасна медична реформа спрямована на зміну умов функціонування ринку медичних послуг та діяльності його суб’єктів господарювання. Так, спостерігається загальна тенденція до комерціалізації діяльності цих суб’єктів, що супроводжується формуванням приватного сектору ринку медичних послуг та зміною форми власності державного сектору (перехід до комунальних неприбуткових підприємств).
