Анотація
Статтю присвячено вирішенню проблеми
академічної недоброчесності в закладах
вищої освіти. Акцент зроблено на питаннях
профілактики порушень академічної доброчесності, зокрема ролі основних органів
управління закладу вищої освіти як суб’єктів
запобігання порушень академічної доброчесності.
Зроблено аналіз поняття «академічна
доброчесність». Визначено, що є порушенням академічної доброчесності. Проаналізо-
вано чинні нормативно-правові акти, присвячені регулюванню діяльності основних
органів управління закладом вищої освіти.
Визначено основні повноваження кожного
органу управління як суб’єкта профілактики порушень академічної доброчесності
в освітньому процесі закладу вищої освіти.
Зокрема, розглянуто можливості Кабінету
Міністрів України в забезпеченні реалізації стандартів академічної доброчесності;
Міністерства освіти і науки України як центрального органу виконавчої влади у галузі
освіти і науки, який розробляє та затверджує стандарти освітньої діяльності, Національного агентства із забезпечення якості
вищої освіти тощо. Особливу увагу присвячено повноваженню та можливостям безпосередньо керівництва закладу вищої освіти:
керівника закладу вищої освіти, керівника
факультету, кафедри тощо. Виокремлено
роль Вченої ради закладу вищої освіти як
основного колегіального органу управління
закладу вищої освіти й інших робочих та
дорадчих органів у забезпеченні дотримання стандартів академічної доброчес-
ності в освітньому процесі. Серед основних
суб’єктів профілактики порушень академічної доброчесності висвітлена роль органів
студентського самоврядування закладу
вищої освіти, наукових товариств студентів, аспірантів, докторантів і молодих учених, профспілкових організацій тощо.
У ході дослідження було наголошено на важливості виконання кожним органом управління безпосередніх обов’язків як суб’єктів
профілактики порушень академічної доброчесності своїх повноважень та взаємоконтролю задля забезпечення довіри до освітнього процесу закладу вищої освіти.
The article is devoted to solving the problem of academic integrity violations in higher education institutions. The emphasis is placed on the principles of prevention of academic integrity violations, including the role of major management bodies of higher education institution as subjects of prevention of academic integrity violations. The concept of academic integrity is revealed. The meaning of the academic integrity violation is determined. The current legal and regulatory acts on the regulation of activities of the main management bodies of the higher education institution are analyzed. The basic competencies of each management body as a subject of prevention of academic integrity violations in the educational process of higher education institution are determined. In particular, the capacities of the Cabinet of Ministers of Ukraine in ensuring the implementation of standards of academic integrity are considered, also the Ministry of Education and Science of Ukraine as the central executive body in the field of education and science, which develops and approves the standards of educational process, the National Agency for Quality Assurance in Higher Education are described. Special attention is given to the authority and capacity of the management bodies of higher education institution: the Head of the institution of higher education, the Head of the Faculty, the Head of the Department, etc. The role of the Academic Council of higher education institution as the main collegiate management body of higher education institution and other working and advisory bodies in ensuring the standards of academic integrity in the educational process is pointed out. Among the main subjects of prevention of academic integrity violations the role of bodies of the Student Self- Government, the Scientific Society of Students, Postgraduates, Doctoral Students and Young Scientists, the Trade Union committees in higher education institution is highlighted. During the study, the importance of each management body governing its direct obligations as subjects of preventing academic integrity violations and controlling each other in order to ensure confidence in the higher education institution’s educational process is emphasized.
