Анотація
Актуальність теми магістерської роботи зумовлена трансформаційними процесами в українському суспільстві, посиленням ролі молоді у відбудові держави та потребою модернізації підходів публічного управління в умовах децентралізації, цифровізації та воєнних викликів.
Метою кваліфікаційної роботи є удосконалення механізмів публічного управління у сфері молодіжної політики шляхом аналізу існуючих практик, виявлення проблем реалізації молодіжних програм та формування пропозицій щодо підвищення ефективності взаємодії держави, громад та молодих громадян.
Об’єктом дослідження є публічне управління у сфері молодіжної політики в Україні як система інституцій, процесів та інструментів реалізації молодіжної політики на державному, регіональному та місцевому рівнях. Особливу увагу приділено практикам реалізації молодіжної політики в Одеській області як прикладу регіону з активною молодіжною інфраструктурою.
Предметом дослідження є механізми публічного управління молодіжною політикою, зокрема організаційно-інституційні, нормативно-правові, комунікаційні та інструменти молодіжної участі, що забезпечують реалізацію державної молодіжної політики в умовах соціальних змін і децентралізації.
Методи дослідження: аналіз і синтез наукових джерел, порівняльний аналіз, системний підхід, контент-аналіз нормативно-правових документів, метод експертних оцінок, аналіз практичних кейсів, а також елементи соціологічних методів для виявлення актуальних потреб молоді. Наукова новизна дослідження полягає у комплексному обґрунтуванні шляхів удосконалення механізмів публічного управління молодіжною політикою з урахуванням сучасних викликів і досвіду європейських країн. У роботі запропоновано оновлену модель взаємодії держави, громади та молоді, що базується на принципах субсидіарності, відкритості та партнерського підходу. Сформульовано рекомендації щодо підсилення інституційної спроможності громад, розвитку молодіжної роботи та впровадження цифрових
інструментів участі.
Практичне значення одержаних результатів полягає у можливості використання розроблених рекомендацій органами влади, молодіжними центрами, громадськими організаціями та іншими суб’єктами молодіжної політики для покращення реалізації молодіжних програм, підвищення рівня участі молоді та розвитку інструментів комунікації між владою і громадськістю.
The relevance of the master’s thesis topic is determined by the transformative processes taking place in Ukrainian society, the need to modernize state youth policy, and the growing role of young people as a key factor in the country’s recovery and development. Changes driven by decentralization reform, digitalization of public administration, and the impact of wartime challenges require a rethinking of approaches to youth policy and the formation of modern, effective, and youth-oriented mechanisms for policy implementation at both national and local levels. The purpose of the qualification work is to improve public administration mechanisms in youth policy by analyzing the legal framework, institutional structure, and practical implementation of youth policy in Ukraine, identifying key challenges, and developing recommendations aimed at strengthening managerial effectiveness and increasing youth participation under contemporary societal conditions. The object of this work is the process of public administration in the field of youth policy in Ukraine. The subject of the study is the mechanisms of public administration in youth policy - their structure, tools, managerial approaches, principles of cooperation between the state, communities, and youth, as well as the conditions for their improvement in the modern context. The research methodology includes systemic analysis, comparative analysis, structural-functional approach, analysis of legal and strategic documents, expert assessment methods, and generalization of practices within local communities and youth participation tools. The scientific novelty of the study lies in the development of a comprehensive model for improving public administration mechanisms in youth policy, combining modern managerial approaches, youth engagement tools, digital solutions, and co- management practices. The work proposes recommendations aimed at strengthening community institutional capacity, optimizing regulatory mechanisms, and expanding youth participation through non-formal education, consultative bodies, and digital platforms. The practical significance of the obtained results is reflected in the possibility of applying the proposed recommendations by public authorities and local self-government bodies to improve strategic and program documents in the field of youth policy, enhance community capacity, support the development of youth councils and youth centers, and foster effective partnerships between the state, civil society, and young people. The findings may also be used in training programs for youth workers and in academic courses on public administration.
