dc.description.abstractУ статті наведено основні статистичні дані щодо кількості ромського населення Словацької Республіки та України. Коротко охарактеризовані державні інституції захисту та представлення інтересів національних меншин та етнічних спільнот у Словаччині на прикладі Ради уряду Словацької Республіки з питань прав людини, національних меншин і гендерної рівності та Уповноваженого уряду Словацької Республіки з питань національних меншин. Розглянуто питання організаційного становлення урядових інституцій Словацької Республіки, відповідальних за розробку та імплементацію урядових політик щодо ромської етнічної меншини, а саме посади Уповноваженого уряду Словацької Республіки у справах ромських громад та Офісу Уповноваженого уряду Словацької Республіки у справах ромських громад. Охарактеризовано головні етапи на шляху до формування сучасної політико-управлінської моделі функціонування Офісу Уповноваженого уряду Словацької Республіки у справах ромських громад впродовж 1995–2021 рр. Розкрито правові засади діяльності урядового Уповноваженого та його Офісу, а саме їх завдання, організаційну структуру та форми співпраці з іншими органами державної влади та місцевого самоврядування, неурядовими організаціями. Наведені приклади практичної допомоги з боку Офісу Уповноваженого українським біженцями та шукачам притулку у ході російсько-української війни у 2022 р. Коротко проаналізовано сучасну нормативно-правову базу України, зокрема Закони України «Про національні меншини (спільноти) України», «Про Уповноваженого Верховної Ради України з прав людини», розпорядження та постанови Кабінету Міністів України, Указ Президента України, так звані «ромські» Стратегії на предмет правових засад, форм, механізмів включення/інтеграції ромської етнічної меншини та реалізації відповідних урядових практик. Наведено досвід функціонування посади Урядового уповноваженого з питань етнонаціональної політики при Кабінеті Міністрів України впродовж 2014–2015 рр. Зазначено дві інституції в сучасній системі центральних органів державної влади України, які найбільш тісно займаються проблематикою ромської етнічної меншини, а саме – Державна служба України з етнополітики та свободи совісті, Секретаріат Уповноваженого Верховної Ради України з прав людини. Розкрито питання їх діяльності, спрямованої на реалізацію державної етнополітики стосовно ромської етнічної меншини.uk_UA
dc.description.abstractThe article provides basic statistical data on the number of Roma population in the Slovak Republic and Ukraine. State institutions of protection and representation of interests of national minorities and ethnic communities in Slovakia is briefly described on the example of the Council of the Government of the Slovak Republic on Human Rights, National Minorities and Gender Equality and the Commissioner of the Government of the Slovak Republic on National Minorities. The issue of the organizational formation of the government institutions of the Slovak Republic responsible for the development and implementation of government policies regarding the Roma ethnic minority, namely the positions of the Plenipotentiary of the Government of the Slovak Republic for Roma communities and the Office of the Plenipotentiary of the Government of the Slovak Republic for Roma communities, was considered. The main stages on the way to the formation of a modern political-management model of the functioning of the Office of the Plenipotentiary of the Government of the Slovak Republic for Roma communities during 1995–2021 are characterized. The legal basis of the activities of the Government Plenipotentiary and his Office, namely their tasks, organizational structure and form of cooperation with other bodies of state power and local self-government, non-governmental organizations, are revealed. Examples of practical assistance provided by the Office of the Plenipotentiary for Ukrainian refugees and asylum seekers during the Russian-Ukrainian war in 2022 are given. The modern legal framework of Ukraine is briefly analyzed, in particular the Laws of Ukraine «On National Minorities (Communities) of Ukraine», «On the Commissioner of the Verkhovna Rada of Ukraine for Human Rights», orders and resolutions of the Cabinet of Ministers of Ukraine, the Decree of the President of Ukraine, the so-called «Roma» Strategies on the subject of legal bases, forms, mechanisms of inclusion/integration of the Roma ethnic minority and the implementation of relevant government practices. The experience of the position of the Government Commissioner for Ethnonational Policy at the Cabinet of Ministers of Ukraine during 2014–2015 is presented. Two institutions in the modern system of central state authorities of Ukraine that most closely deal with the issues of the Roma ethnic minority are noted, namely the State Service of Ukraine for Ethnopolitics and Freedom of Conscience, Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for human rights. The issue of their activities aimed at the implementation of state ethnopolitics regarding the Roma ethnic minority is revealed.en
