dc.description.abstractВ статті розглянуто стратегічні пріоритети бюджетної політики на місцевому рівні в умовах фінансової децентралізації, які передбачають реалізацію сукупності заходів (в сфері доходів, видатків, міжбюджетних відносин, інституційного забезпечення та місцевих запозичень), реалізація яких спрямована на підтримку фінансової самодостатності регіонів, формування сприятливих умов для саморозвитку та підвищення результативності і фінансової стійкості місцевих бюджетів. Представлені заходи реалізуються на основі використання комплексу методів координації, правових норм, інструментів, упорядкованих відповідним чином у контексті подолання перешкод, які стоять на шляху розвитку місцевих бюджетів в умовах фінансової децентралізації. Сформульовано вихідні теоретичні положення концепції бюджетної політики фінансового забезпечення розвитку регіонів України, яка основується на методології мезо-конвергенції та є передумовою для визначення стратегічних напрямів забезпечення стійких темпів зростання економіки регіонів й покращення соціальних стандартів життя населення у контексті посилення організаційно-функціональної і фінансової спроможності органів місцевого самоврядування. Змістовне наповнення цієї концепції у теоретичній та методологічний площинах дає можливість максимально адаптувати бюджетний процес на місцевому рівні до викликів трансформації міжбюджетних відносин в Україні. Напрямками реалізації концепції є: запровадження методології мезо-конвергенції; використання стратегічного підходу до управління ресурсним забезпеченням місцевих бюджетів; мультиплікація джерел ресурсної бази місцевих бюджетів шляхом модернізації системи міжбюджетних відносин та удосконалення фіскальних аспектів ресурсного забезпечення.uk_UA
dc.description.abstractThe article considers the strategic priorities of the budgetary policy at the local level in terms of financial decentralization, which envisage the implementation of measures (in the area of income, expenditures, intergovernmental relations, institutional support and local borrowing), the implementation of which is aimed at maintaining the financial self-sufficiency of regions, creating conditions for favorable conditions. self-development and improving the efficiency and financial sustainability of local budgets. The measures presented are implemented on the basis of the use of a complex of methods of coordination, legal norms, instruments, arranged in the appropriate way in the context of overcoming obstacles that stand in the way of development of local budgets in the conditions of financial decentralization. The initial theoretical provisions of the concept of budgetary policy of financial support for the development of the regions of Ukraine are formulated, which is based on the meso-convergence methodology and is a prerequisite for determining strategic directions of ensuring sustainable growth of the economy of the regions and improving social standards of life of the population in the context of strengthening the organizational, functional and financial capacity municipality. The substantial content of this concept in the theoretical and methodological planes makes it possible to adapt the budget process at the local level as much as possible to the challenges of transformation of intergovernmental budgetary relations in Ukraine. The directions of the concept realization are: introduction of meso-convergence methodology; the use of a strategic approach to managing the local budgets' resource provision; multiplying sources of the local budget resource base by modernizing the intergovernmental budget system and improving the fiscal aspects of resource provision.
