Анотація
В магістерській кваліфікаційній роботі розглянуті основні питання оцінювання ефективності методів організації і контролю рибогосподарської діяльності, а також стратегії розвитку регіонального рибогосподарського комплексу. Проведено аналіз та оцінка використання регіонального рибогосподарського природно-ресурсного потенціалу, а також досліджені заходи його якісного і кількісного оцінювання.
Актуальність проведеного в магістерській кваліфікаційній роботі дослідження обумовлена: необхідністю проведення аналізу та оцінки рівня ефективності використання рибогосподарського природно-ресурсного потенціалу як на національному рівні, так і на рівні окремих регіонів;
– необхідністю проведення аналізу та визначення основних економіко- організаційних механізмів і інструментів, які повинні забезпечити сталий та збалансований розвиток рибогосподарського природно-ресурсного потенціалу окремих територій і акваторій;
– відсутності сформованої комплексної стратегії ефективного, збалансованого та сталого управління галуззю на основі інтегрованої оцінки, направленої на вирішення сучасних проблем між цілями соціально- економічного розвитку та негативними наслідками впливу дестабілізуючих факторів антропогенного впливу.
Мета роботи – дослідження ефективних методів організації і контролю рибогосподарської діяльності на території аридної зони України в стратегії сталого розвитку регіонального рибогосподарського комплексу.
Об’єкт дослідження - процеси використання регіонального рибогосподарського природно-ресурсного потенціалу та еколого-економічна оцінка перспектив його розвитку.
Методи дослідження – для вирішення поставлених у роботі завдань були використані методи аналізу та синтезу, порівняльного зіставлення та експертних оцінок, логічного узагальнення та аналогій, у поєднанні з монографічними та графоаналітичними дослідженнями.
Результати і новизна – проведений аналіз та оцінка використання регіонального рибогосподарського природно-ресурсного потенціалу як структурированої багатомірної соціо-еколого-економічної моделі.
Досліджені існуючі основи формування економіко-організаційних механізмів підвищення ефективності рівня використання регіонального рибогосподарського природно-ресурсного потенціалу. Розглянуті бпитання адаптації світового досвіду, а також наукового обґрунтування сучасних інноваційних методів розвитку рибогосподарської галузі.
The master's qualification work considers the main issues of assessing the effectiveness of methods of organizing and controlling fisheries activities, as well as the development strategy of the regional fisheries complex. The analysis and assessment of the use of regional fisheries natural resource potential was carried out, and measures of its qualitative and quantitative assessment were also investigated. The relevance of the research conducted in the master's qualification work is due to: the need to analyze and assess the level of efficiency of the use of fishery natural resource potential both at the national level and at the level of individual regions; – the need to analyze and determine the main economic and organizational mechanisms and tools that should ensure the sustainable and balanced development of the fishery natural resource potential of individual territories and water areas; – the lack of a developed comprehensive strategy for effective, balanced and sustainable management of the industry based on an integrated assessment aimed at solving modern problems between the goals of socio-economic development and the negative consequences of the impact of destabilizing factors of anthropogenic impact. The purpose of the work is to study effective methods of organizing and controlling fishery activities in the arid zone of Ukraine in the strategy of sustainable development of the regional fishery complex. The object of research - is the processes of using regional fishery natural resource potential and the ecological and economic assessment of its development prospects. Research methods - to solve the tasks set in the work, methods of analysis and synthesis, comparative comparison and expert assessments, logical generalization and analogies were used, in combination with monographic and graph-analytical studies. Results and novelty – the analysis and assessment of the use of regional fishery natural resource potential as a structured multidimensional socio-ecological and economic model was carried out. The existing foundations of the formation of economic and organizational mechanisms for increasing the efficiency of the use of regional fishery natural resource potential were studied. The issues of adapting world experience, as well as scientific substantiation of modern innovative methods of development of the fishery industry were considered.
