Статтю присвячено дослідженню організаційних засад функціонування системи
казначейського обслуговування виконання
місцевих бюджетів. Визначено особливу
роль системи казначейства на місцевому
рівні виходячи з функціональних повноважень
казначейських органів у сучасних умовах.
Здійснено аналіз функціонування системи
казначейства в умовах технологічних удосконалень. Проведено аналіз виконання місцевих
бюджетів за доходами та аналіз надання
та погашення позик місцевим бюджетам
на покриття тимчасових касових розривів.
Проведений аналіз дав змогу дійти висновків
щодо появи нових умов організації бюджетного процесу на місцевому рівні завдяки розширенню ресурсної бази місцевих бюджетів
та запровадженню нововведень технологічного характеру, які в системі казначейства
призводять до значних функціональних змін.
Визначено основні вектори трансформації
функціональних повноважень, які формують
відповідні чинники впливу на організацію
бюджетного процесу на місцевому рівні.
Статья посвящена исследованию организационных основ функционирования системы казначейского обслуживания исполнения местных бюджетов. Определена особая роль системы казначейства на местном уровне исходя из функциональных полномочий казначейских органов в современных условиях. Осуществлен анализ функционирования системы казначейства в условиях технологических усовершенствований. Проведен анализ выполнения местных бюджетов по доходам и анализ предоставления и погашения займов местным бюджетам на покрытие временных кассовых разрывов. Проведенный анализ позволил сделать выводы о появлении новых условий организации бюджетного процесса на местном уровне благодаря расширению ресурсной базы местных бюджетов и внедрению нововведений технологического характера, которые в системе казначейства приводят к значительным функциональным изменениям. Определены основные векторы трансформации функциональных полномочий, которые формируют соответствующие факторы влияния на организацию бюджетного процесса на местном уровне.
The article is devoted to the research of organizational principles of functioning of the system of treasury service of execution of budgets of all levels in the person of the State Treasury Service of Ukraine and its territorial divisions. The special role of the treasury system at the local level, based on the functional powers of the treasury bodies under the current conditions, is also defined. The analysis of the functioning of the Treasury system in the conditions of technological improvements and the use of new information and communication technologies, in particular, due to the transition to remote servicing of spending units and recipients of budget funds. The analysis of implementation of local budgets by income and analysis of granting and repayment of loans to local budgets to cover temporary cash gaps; this made it possible to determine the utmost importance the functioning of the system of treasury servicing of local budgets, taking into account the fact that it depends on the effectiveness of implementation of measures aimed at ensuring the socio-economic development of the territories. It is also found that the growth of the financial base of local budgets, respectively, means an increase in the burden on the treasury service system in part of local budgets. Due to the extension of powers of local authorities, the amount of expenditures is increasing, which imposes on the Treasury bodies the need to pay more attention to the performance of the functions of the state controller when spending budgetary funds. The analysis made it possible to conclude on the emergence of new conditions for the organization of the budget process at the local level by expanding the resource base of local budgets and introducing innovations of a technological nature, which in the treasury system lead to transformation of functions and, as a consequence, change the nature of the involvement of the treasury in the budget process. cause changes in relations with local budget funds. Also, the main vectors for the transformation of functional powers have been identified, which form the relevant factors of influence on the organization of the budget process at the local level.
