Анотація
Дана стаття присвячена дослідженню взаємозв'язку між е- урядуванням та функціоналом державного управління. Це являє собою комплексний аналіз, що досліджує роль е-урядування в державному управлінні. Автори аналізують, які переваги та можливості вони надають, а також з якими викликами стикаються під час впровадження. Особливу увагу приділено тому, що постійні інновації та інклюзивність є ключовими для повного розкриття потенціалу цифрового управління. Формування більш стійких, прозорих та адаптивних державних систем, які відповідають сучасним суспільним очікуванням та технологічним трендам. Автори зосередились на інтеграції інформаційно-комунікаційних технологій (ІКТ) з метою покращення функцій уряду держави, якості надання послуг, підвищення прозорості та залучення громадян. Дослідження простежує еволюцію е-урядування, підкреслюючи його здатність створювати більш ефективні, підзвітні та інклюзивні системи управління. Завдяки комплексному аналізу, автори наголошують на важливості безперервних інновацій та інклюзивності для трансформації державного управління в цифрову епоху, а також під впливом військового стану і турбулентності в Україні.
This article is devoted to the study of the relationship between e-government and the functionality of public administration. It is a comprehensive analysis that explores the role of e-government in public administration. The authors analyze what benefits and opportunities they provide, as well as what challenges they face during implementation. Particular attention is paid to the fact that continuous innovation and inclusiveness are key to fully unlocking the potential of digital governance. The formation of more sustainable, transparent and adaptive public systems that meet modern social expectations and technological trends. The authors focused on the integration of information and communication technologies (ICT) to improve the functions of public government, the quality of service delivery, increasing transparency and citizen engagement. The study traces the evolution of e-government, emphasizing its ability to create more effective, accountable and inclusive governance systems. Through a comprehensive analysis, the authors emphasize the importance of continuous innovation and inclusiveness for the transformation of public administration in the digital era, as well as under the influence of martial law and turbulence in Ukraine.
