Анотація
Сьогодні водний транспорт і логістика у період військового стану в України, як економічна інфраструктура є специфічною галуззю української економіки і задіяна в процесах спільного економічно-технологічного виробництва в усіх секторах економіки. Зокрема, сектор водного транспорту в Україні включає в себе комплекс річкових і морських портів та економічної інфраструктури. Тому інфраструктура водного транспорту має забезпечувати необхідні умови для кожного транспортного сектору на всіх цих управлінських рівнях. Належна транспортна інфраструктура гарантує певний економічний рівень транспортних послуг з точки зору вартості, часу, якості та безпеки. Крім того, враховуючи важливість транзитних перевезень для національної економіки, транспортна інфраструктура повинна забезпечувати сприятливі умови для залучення логістичних перевезень.
Today, water transport and logistics during martial law in Ukraine, as an economic infrastructure, is a specific branch of the Ukrainian economy and is involved in the processes of joint economic and technological production in all sectors of the economy. In particular, the water transport sector in Ukraine includes a complex of river and maritime ports and economic infrastructure. Therefore, the water transport infrastructure must provide the necessary conditions for each transport sector at all these management levels. Proper transport infrastructure guarantees a certain economic level of transport services in terms of cost, time, quality and safety. In addition, given the importance of transit transportation for the national economy, transport infrastructure must provide favorable conditions for attracting logistics transportation. The authors have identified possible portfolios of different sizes and categories of maintenance programs, establishing a systemic connection between ships, ports, and infrastructure projects in the water transport sector in post-war Ukraine. This has an impact on the characteristics of the transport process (the process of transportation, transportation, and delivery of goods). Thus, transport as an infrastructure related to production and trade has its own infrastructure. In practice, future operators of infrastructure facilities are mostly investors in the relevant infrastructure projects and programs for the restoration of economic sectors. In the process of research, it was found that the category of special infrastructure projects for the management (operation) of infrastructure facilities is associated with infrastructure post-war restoration programs. According to the authors, the practical application of the research results can increase the relevance of the decision-making process related to infrastructure by taking into account the systemic connections of infrastructure facilities as the effectiveness of project results. Thus, further research in this area has a wide range of perspectives and depth of consideration.
