Анотація
У статті досліджено інструменти міжкультурної комунікації як важливий чинник ефективного соціального управління територіальною громадою в умовах зростаючої культурної різноманітності. Обґрунтовано, що врахування культурних відмінностей у процесах публічного управління сприяє підвищенню рівня соціальної згуртованості, довіри до органів місцевого самоврядування та запобіганню конфліктам. Особливу увагу приділено аналізу діалогових платформ, зокрема громадських слухань, круглих столів, форумів і консультацій, як механізмів залучення представників різних культурних груп до прийняття управлінських рішень. Розглянуто значення мовної інклюзії для забезпечення рівного доступу до інформації та формування недискримінаційного комунікативного середовища. Висвітлено роль освітніх і просвітницьких програм у підвищенні міжкультурної компетентності посадових осіб та мешканців громади. Проаналізовано потенціал медіа й цифрових комунікацій у налагодженні двостороннього зв’язку між владою та громадянами з урахуванням культурних особливостей цільових аудиторій. Окремо акцентовано увагу на використанні посередництва та фасилітації як інструментів врегулювання міжкультурних конфліктів і забезпечення конструктивної взаємодії в громаді. Зроблено висновок, що комплексне застосування зазначених інструментів сприяє формуванню інклюзивної моделі соціального управління територіальною громадою.
The article examines the tools of intercultural communication as an important factor in effective social management of a territorial community in the context of growing cultural diversity. It is substantiated that taking into account cultural differences in public administration processes contributes to increasing the level of social cohesion, trust in local government bodies and preventing conflicts. Particular attention is paid to the analysis of dialogue platforms, in particular public hearings, round tables, forums and consultations, as mechanisms for involving representatives of different cultural groups in making management decisions. The importance of language inclusion is considered for ensuring equal access to information and forming a non-discriminatory communicative environment. The role of educational and awareness-raising programs in increasing the intercultural competence of officials and community residents is highlighted. The potential of media and digital communications in establishing two-way communication between authorities and citizens, taking into account the cultural characteristics of target audiences, is analyzed. Particular attention is paid to the use of mediation and facilitation as tools for resolving intercultural conflicts and ensuring constructive interaction in the community. It is concluded that the comprehensive use of these tools contributes to the formation of an inclusive model of social governance of the territorial community.
