Due to the fact that socio-economic systems of different levels are not isolated, the study of their development requires a study of the nature of the system's interactions with elements of its environment, taking into account their state and parameters. In the theory of systems, the environment is considered to be a set of objects whose properties change and affect the system, as well as those objects whose properties change under the influence of the system's behaviour. The external environment is a dependent concept, as it is always considered in relation to a particular system and is a set of all elements that are not part of the system, but with which the system can interact. The main characteristics of the external environment of a socio-economic system are complexity, interdependence, variability and uncertainty. It is these characteristics that make it necessary for socio-economic systems to adapt to changes in the external environment. Under these conditions, the study of theoretical and methodological aspects of selection, development and implementation of the economic strategy for the development of the socio-economic system of the State is becoming increasingly relevant.
