    Under the trend of economic globalisation and China's accession to the WTO, the market economy has been developing more and more in tandem with the world. Competition is the unchanging law of the market economy, and it is the basis for the survival and development of the enterprise to carry out scientific research on products, and it is necessary to research and develop competitive products, and only by carrying out scientific research can the enterprise obtain the advantageous technology to produce the products with the advantages in the market. Enterprises are increasingly in a developmental and competitive environment, where government intervention in the market is weakening, and the products produced by enterprises are chosen by the market, and the market and competitive advantages of enterprises need to be sustained by their scientific research and innovation. To open up, occupy or expand the existing market, it is necessary to form a competitive advantage beyond the leading position through the enterprise's scientific research and development. The management of enterprise scientific research project funds not only involves the cost of a R&D activity, but also relates to the declaration of the qualification of a high-tech enterprise and the response to a series of national tax incentives, for an enterprise, only to achieve the whole staff, the whole process of the project funds saving, in order to achieve the true sense of expenditure control.
