Анотація
У статті розглядаються особливості транскультурних аспектів комунікації та зростання міжкультурної взаємодії в територіальних громадах України. Проаналізовано, як транскультурні підходи сприяють ефективності стратегічних комунікацій між владою, громадськими організаціями та жителями громади різного етнічного походження. Досліджено поняття транскультурності в управлінні комунікаційною діяльністю. Транскультурність передбачає не лише співіснування культур на території певної громади, а й активну взаємодію влади, громадського сектору та місцевих жителів. Проаналізовано виклики та можливості для територіальної громади. Багатокультурне середовище вимагає від органів місцевого самоврядування використання комунікаційних стратегій, які є інклюзивними, чутливими до культурного контексту, спрямованими на підвищення довіри та участі громадян. Визначено стратегії ефективної транскультурної комунікації. Використання різних інструментів, каналів та платформ, включно з медіа. Формування міжкультурних консультативних рад. Проведення навчань для фахівців у громаді щодо культурної компетентності фахівців соціальної сфери. Інституціоналізація механізмів зворотного зв’язку та активної участі громадян, місцевих мешканців, фахівців з різних галузей, бізнесу та інших стейкхолдерів в ухваленні та реалізації рішень на різних рівнях – від місцевого самоврядування до формування регіональної політики. Особлива увага приділена кейсам Одеської територіальної громади, зокрема інтеграції різних культурних груп до соціального життя громади.
The article examines the features of transcultural aspects of communication and the growth of intercultural interaction in territorial communities of Ukraine. It analyzes how transcultural approaches contribute to the effectiveness of strategic communications between authorities, public organizations of residents and communities of different ethnic origins. The concept of transculturality in the management of communication activities is studied. Transculturality provides not only the harmony of culture in the territory of a certain community, but also the active interaction of authorities, the public sector and local residents. The challenges and opportunities for the territorial community are analyzed. A multicultural environment requires local governments to use communication strategies that are inclusive, sensitive to the cultural context, aimed at increasing trust and participation of citizens. Strategies for effective transcultural communication are identified. The use of various tools, channels and platforms, including media. Formation of intercultural advisory councils. Conducting training for specialists in the community on the cultural competence of social sphere specialists. Institutionalization of feedback mechanisms and active participation of citizens, local residents, professionals from various industries, business and other stakeholders in decision-making and implementation at various levels – from local government to regional policy formation. Special attention is paid to cases of the Odessa territorial community, in particular the integration of different cultural groups into the social life of the community.
