dc.description.abstractДослідження ефективності публічного управління в сфері охорони здоров’я є сьогодні перспективним напрямом досліджень, що обумовлено різними чинниками: по-перше, проблематика публічного управління в сфері охорони здоров’я розглядається представниками різних наук (юристами, соціологами, політологами, представниками теорії державного управління, тощо) по різному, де кожна із перерахованих наук намагається розкрити коло існуючих проблем у цій сфері, виявити причини їх існування і запропонувати шляхи їх вирішення; по-друге, держава формує політику охорони здоров’я в Україні та забезпечує її реалізацію. Якщо ж держава не забезпечує у цій сфері реалізацію та захист прав фізичних і юридичних осіб, то говорити про її соціальну спрямованість не доводиться; по-третє, в науці існує багато концепцій до змісту поняття «ефективність в державному управлінні» та до критеріїв її визначення.uk_UA
dc.description.abstractИсследование эффективности публичного управления в сфере здравоохранения является сегодня перспективным направлением, что обусловлено следующими факторами: во-первых, проблематика публичного управления в сфере здравоохранения рассматривается представителями различных наук (юристами, социологами, политологами, представителями теории государственного управления и т.д.) по-разному, каждая из перечисленных наук пытается раскрыть круг существующих проблем в этой сфере, выявить причины их существования и предложить пути их решения; во-вторых, государство формирует политику здравоохранения в Украине и обеспечивает ее реализацию. В случае, если государство не обеспечивает в этой сфере реализацию и защиту прав физических и юридических лиц, то говорить о его социальной направленности не приходится; в-третьих, в науке существует много концепций относительно содержания понятия «эффективность в государственном управлении» и критериев ее определения.
dc.description.abstractOwing to various factors, research on the effectiveness of public administration in the purview of health care is today a promising area of research. Firstly, the problem of public management in health care is considered by representatives of different sciences (for example, lawyers, sociologists, political scientists, representatives of public administration theory, etc.) in different ways, where each of the listed sciences is trying to open up a range of existing problems in this field, to identify the reasons for their existence and to suggest ways to solve them. Secondly, the state formulates and ensures the implementation of health policy in Ukraine. However, if the state does not provide for the realization and protection of the rights of individuals and legal entities in this purview, then it is not necessary to speak about its social orientation. And the last, in science there are many concepts to the content of the conception of «efficiency in public administration» and to the criteria for its definition. All these factors say that the issue of efficiency of public governance in a purview of health care is relevant to the development of theory, to the improvement of national law, and to the improvement of the activities of law enforcement actors in the purview of health care. The purpose of the article is to analyze the different scientific approaches to determining the effectiveness of public governance in a purview of health care. It is established that the concept of «effectiveness of public governance in a purview of health care» is a little researched phenomenon in legal science and public administration theory. The need for research into the effectiveness of public administration by defining the functions of public governance in a purview of health care is justified. Thereby, it is proposed to use three methodological approaches that substantially change the traditional notion of the content, types and system of functions of public governance in a purview of health care:1) the study ofpublic governance in a purview of health careshould be related to the object of public administration, because it influences the purposeful activity and the list of functions of the public administration subject; 2) the use of a systematic approach allows one to determine the place of each public authority in the overall systemof public governance in a purview of health careas well as to examine the functional pertinences that arise between these subjects;3) the content of the functions of publicgovernance should be revealed not through the appellation «directions of influence» (as is traditionally done in the scientific literature), but through the unity of the three concepts – «goals of creation and activity of the public administration subject»,»means of achieving these goals, which are enshrined in the legislation by the public administration subject»and« the result that has been obtained and which must meet the set goals».
