First, the initiative to build a new land Silk Road from China to various regions of Asia, Africa and Europe and the "21st Century Maritime Silk Road" was announced, and second, the first experimental free trade zone was established in Shanghai, aimed at mastering the best international practices of trade cooperation with the outside world. These events marked a new stage in the implementation of the policy of foreign economic openness, which involves shifting the centre of gravity from trade in goods to trade in services, increasingly close connection of foreign economic activity with scientific and technological innovations, and improvement of the intellectual property protection regime.
