Автор особливу увагу приділяє положенням міжнародних правових актів щодо правового статусу РФ біженці та іммігранти як категорії не громадян, які найбільше впливають на розвиток країни перебування через постійний характер проживання на її території і, відповідно, членство в житті цього штату. Вона також описує стан Росії внутрішнє законодавство у сфері правового статусу біженців та іммігрантів, його відповідність з загальноприйнятими міжнародними стандартами.The article deals with the issues of the definition of migrants, their classification and the role of the provisions of international legal acts in regulating their status. The author places particular emphasis on the provisions of international legal acts on the legal status of refugees and immigrants as non-citizen categories, which have the greatest influence on the development of the host country due to the permanent nature of residence on its territory and, accordingly, membership of the population of that state.
