In the theory of systems, the environment is considered to be a set of objects whose properties change and affect the system, as well as those objects whose properties change under the influence of the system's behaviour. The external environment is a dependent concept, as it is always considered in relation to a particular system and is a set of all elements that are not part of the system, but with which the system can interact. The main characteristics of the external environment of a socio-economic system are complexity, interdependence, variability and uncertainty. It is these characteristics that make it necessary for socio-economic systems to adapt to changes in the external environment.
