С. 57–69.https://dspace.onu.edu.ua/handle/123456789/43564У статті проаналізовано політико-правову діяльність Верховної Ради України в період російсько-української війни, яка стала найпотужнішим викликом для всієї системи суспільних відносин і суттєво змінила Україну як державу та її громадянське суспільство. Доведено, що парламент України з перших днів агресії почав активну законотворчу діяльність, сформувавши необхідну законодавчу базу, що потребували суспільство й держава в умовах воєнного стану. Визначено основні напрями такої діяльності та її поетапні результати. У контексті порівняльного аналізу показано специфіку ухвалення рішень на різних напрямах діяльності парламенту. Серед них – євроінтеграційний, тобто ухвалення законів, пов’язаних із рішенням про надання Україні статусу кандидата на членство в ЄС. Розкрито діяльність профіль них комітетів у складний для українського парламентаризму період. Вони не тільки змогли адаптуватися до викликів воєнного стану, а й продовжують виконувати свої конституційні функції. Онлайн-засідання та підтримка міжнародних партнерів дала змогу комітетам, незважаючи на режимні обмеження, залучити широку зовнішню допомогу. Проаналізовано значну кількість заяв, звернень, закликів до іноземних держав та організацій. Доведено, що головним напрямом діяльності залишається дотримання вимог Конституції України, зокрема щодо збереження конституційного статусу парламенту, забезпечення системності та збалансованості законодавчого процесу, організаційно-процедурних вимог Регламенту ВРУ й посилення ролі парламентського контролю. Парламент, усвідомлюючи запит суспільства на гласність та прозорість, продовжує пошук шляхів більшого залучення медіа і громадськості до своєї роботи. Окреслено основні напрями щодо реформування парламенту та посилення його функціональної спроможності в повоєнний період.The article analyzes the political and legal activities of the Verkhovna Rada of Ukraine during the period of the Russian-Ukrainian war, which has become the most significant challenge for the entire system of social relations and has profoundly transformed Ukraine as a state and its civil society. It is demonstrated that from the very first days of the aggression, the Ukrainian Parliament began active legislative work, forming the necessary legal framework required by society and the state under martial law. The main directions of this activity and its phased outcomes are identified. Within the framework of a comparative analysis, the specifics of decision-making in various areas of parliamentary activity are examined. Among them is the European integration track – namely, the adoption of laws related to the decision to grant Ukraine candidate status for EU membership. The work of relevant parliamentary committees during this challenging period for Ukrainian parliamentarianism is highlighted. These committees not only managed to adapt to the challenges of martial law but also continued to fulfill their constitutional functions. Online meetings and support from international partners allowed committees, despite regime-related restrictions, to engage extensive external assistance. A significant number of statements, appeals, and calls to foreign states and organizations are analyzed. It is shown that the main direction of parliamentary activity remains adherence to the requirements of the Constitution of Ukraine, particularly in maintaining the constitutional status of the parliament, ensuring the systematization and balance of the legislative process, complying with the procedural and organizational rules of the Verkhovna Rada’s Regulations, and strengthening the role of parliamentary oversight. The Parliament, understanding society’s demand for openness and transparency, continues to seek ways to increase the involvement of the media and the public in its work.
