Анотація
The development of democracy and the decentralization of the public sector
are increasing the importance of these issues in the world. Since 1980, many
countries have chosen decentralization as a path of development. Today, there is no
standard model, because the processes and procedures in each country differ, and also
depend on the goals, objectives and organizational structure and mechanisms for their
implementation.
