dc.description.abstractУ статті пропонується розглядати проблему розвитку національної системи охорони здоров’я як структурний елемент національної безпеки України. Із цього погляду досліджено поняття економічної, соціальної та демографічної безпеки. Проблема вітальної безпеки як ефективної системи розвитку національної галузі охорони здоров’я розглядається як ключовий сполучний елемент вищезазначених видів національної безпеки. Доведено, що система охорони здоров’я є основним чинником розвитку людського капіталу країни. Запропоновані показники, які характеризують рівень розвитку галузі охорони здоров’я, що структуровані за принципом соціальної, медичної та економічної ефективності галузі охорони здоров’я. Досліджено структуру основних загроз вітальній безпеці України, а саме чинники природного, екологічного та фінансово-господарського походження.
dc.description.abstractВ статье предлагается рассматривать проблему развития национальной системы здравоохранения в качестве структурного элемента национальной безопасности Украины. С этой позиции автором исследованы понятия экономической, социальной и демографической безопасности. Проблема витальной безопасности как эффективной системы развития национальной отрасли здравоохранения рассматривается как ключевой связующий элемент вышеупомянутых видов национальной безопасности. Доказано, что система здравоохранения является основным фактором развития человеческого капитала страны. Предложены показатели, которые характеризуют уровень развития отрасли здравоохранения и структурированы по принципу социальной, медицинской и экономической эффективности. Исследована структура основных угроз витальной безопасности Украины, а именно факторы природного, экологического и финансово-хозяйственного происхождения.
dc.description.abstractIssues of ensuring international and national security as the basis for functioning and developing the processes of the effective public administration have come to the forefront in the beginning of the 21st century. Existing practice shows, that in regard to the ensuring the national and human security, man-made, natural and socio-political sources of a national security threats are viewed. But the issues of human security are much wider and should include the issues of functioning healthcare sector. This explained an urgency of the research. The goal of this paper is to identify the role and place of the vital security in the structure of the national security of Ukraine. This study combines economic, legal, and managerial analysis of the concept of vital security of Ukraine. In this study complex of the general scientific and special research methods were used to achieve the goal of the study. The method of historical and logical analysis of the literature was used. The structural analysis was used with purpose to research the main indicators of healthcare system’s efficiency. Method of comparative analysis was used to study the structure of threats for vital security. Method of summarization was used to make a conclusion. Scientific works of national scientists in the sphere of vital security, national and international legal documents were used as the informational basis for the conducted research. It is proposed to view the problem of national healthcare system’s development as the structural element of the national security. From this point of view, the concepts of economic, social and demographic security were studied. The issue of vital security as the efficient system of national healthcare system’s development is viewed as a key binding element of above mentioned types of security. It is proved in the paper, that healthcare system is the main trigger of human capital’s sustainable development. Also the main indicators, which characterize the level of healthcare system’s development, are proposed by the author. Author distinguishes three main groups of these indicators, including indicators of social, medical and economic efficiency of healthcare sector. The structure of the threats for the vital security of Ukraine is researched, among which we can highlight such as natural, ecological, economic and financial ones.
