Analysis of basic conditions for implementation of decentralization reform in Ukraine and Poland

The article examines the current state of implementation of the decentralization reform in Ukraine, which highlights the issues of the formation of the chosen European integration vector of development, the fundamental basis of which was the need to implement the decentralization reform of the administrative and territorial system of Ukraine and the institution of local self - government. By choosing foreign experience in conducting such a reform, the experience of Poland became a model. An analysis of the Polish form of decentralization and the election of Ukraine of a definite decentralization model is underway. The comparison of the main parameters of the economic development of Ukraine and Poland in the beginning of individual stages of the decentralization reform, which is taken as the main indicator of the dynamics of GDP, inflation. The main factors that influence the process of decentralization, in particular the Ukrainian economy as a whole, are determined. Separate problems that the reformers face in the process of decentralization of the administrative - territorial system of Ukraine. The prospects for developing the expediency of choosing a Polish decentralization experience for implementation in domestic conditions have been formed.

With the development of the information society, there has been rapidly growing number of international research on the role of various (information, innovation, intelligent) technologies as a catalyst to fight corruption. As you know, the problems posed by corruption are economic, social and political consequences. In recent years economists and various researchers have shown increasing interest in studying the phenomenon of corruption. Many researchers in the field of studying corruption phenomenon are of theoretical nature, which studied different behaviors without having developed effective methods and technologies to identify and prevent corruption in the various spheres of government. In this regard, there is a need to study the world experience of application of technologies in the prevention of corruption and anticorruption platform in Ukraine. This will allow to adapt them to positive experience in the implementation of mechanisms to identify and prevent corruption in Ukraine. The authors believe that to obtain a more accurate picture of the corruption situations that provide characteristics and its quantitative description is possible only by means of modelling the corruption phenomenon. In this regard, the analysis of theoretical models of corruption was made: the modelling made by the mathematical notation of the models and conclusions on the effectiveness of their application in management. Using simulation, the authors came to the conclusion that the detection and prevention of corruption should be carried out with the use of technologies and the system approach: from the study of statistics and use of anti-corruption platforms, public registers and databases to logical and probabilistic (LP) risk models of corruption.

The aim: The purpose of the article is to study the challenges and prospects for the development of national health financing systems against the background of a pandemic. Materials and methods: Our research consists of two interrelated stages. At the first stage, the central task was to determine the size of the drop in world GDP. In the second part of the study, we focused on the definition of the essence of concession agreements in order to use t in the field of medical care. The key methods used in this study were data analysis, generalization, and comparison. Conclusions: National health financing systems in the vast majority of the world’s countries have experienced unprecedented pressures and problems both in terms of health insurance due to the huge losses of the insurance industry in 2020. In order to improve health care financing systems, it is necessary to update the forms, methods and tools of the insurance market functioning in terms of the health insurance segment, and to introduce new mechanisms for financing the medical sector in the process of combating the spread of coronavirus infection.

Зазначене актуалізує завдання щодо прояву більш ретельної уваги до процесу планування і подальшого оперативного моніторингу з метою максимізації синергетичного ефекту через застосування залучених ресурсів і фахівців, при якому міжнародні комунікації забезпечують належний очікуваний ефект. Зазначене є метою будь-якого проєкту міжнародного співробітництва, зокрема, і науково – освітнього спрямування.

Modern business climate requires enterprise management to take reasonable and timely management decisions which in the future will be able to improve and optimize the operation of the enterprise as a whole. Such decisions are often made on the basis of properly shaped and well prepared financial statements, which in their turn, must be reliable and made by the due date. It is the reliability of the statement, including its quality, which is achieved through the automation of accounting procedures, forms the basis for the methodological support of the financial stability analysis of the enterprise.

In crisis conditions of economic development, it is the state’s assistance to economic entities that can improve the economic situation both in the regions and in the country as a whole. The taxation system of businesTax Revenuess entities should simultaneously stimulate business development and further fill the state and local budgets at the expense of tax revenues. Tax incentives are one of the leading elements of tax policy, which in turn pursue social and economic goals. The research aims to analyze the impact of tax incentives on business entities’ functioning and develop options that improve their efficiency and competitiveness. A detailed and comprehensive analysis of the best foreign practices allowed the authors to propose a mechanism for tax incentives in the system of state financial support for business entities. The authors also provided more detailed recommendations regarding individual instruments of state tax incentives and highlighted the most important practical aspects. The proposed recommendations can contribute to the development of business and the growth of innovative activity of economic entities, which will improve the economic situation in the regions and social progress in general through filling the state and local budgets with tax revenues.
The treasury servicing process managing of budget execution based on blockchain technology

The article explores the possibilities and international experience of using multi-functional and multi-level information blockchain technology, the main purpose of which is reliable accounting of financial transactions with various assets. A mechanism for determining the legitimacy of transactions sequence carried out using distributed ledger technology is considered. The main directions of the distributed ledger technology application by the business community in all spheres and sectors of the global economy are identified. The mechanism of using smart contracts based on block-technology in the Treasury servicing system was designed and presented. The preformed mechanism covers the management process of all Treasury servicing procedures of the estimates expenditure part of budget managers. The complex of advantages from the implementation of distributed ledger technology to the Treasury servicing system for state and local budgets is determined.

Сфера управління державними фінансами потребує значних змін на сучасному етапі забезпечення стабільності соціально-економічного розвитку України. Нині казначейство України не в змозі у повному обсягу забезпечувати касове виконання державного та місцевих бюджетів, тому що нормативно-правова база, яка є першоосновою його функціонування, була затверджена ще у період свого створення та не може враховувати усіх особливостей сучасних реалій. Тому зараз виникає необхідність реформування казначейської системи України. Це зможе встановити відповідність між методами та функціями казначейської служби України та обов’язками, які покладені на неї на сучасному етапі [1, c. 240-245].

Результатом реформи децентралізації є те, що регіони отримали фінансову незалежність та достатній обсяг фінансових ресурсів для вирішення купи проблем, що накопичувалися роками. Слід зазначити, що позитивна динаміка за доходами місцевих бюджетів простежується з самого початку реформи децентралізації. Зазначене відбулося завдяки перерозподілу доходів на початку реформи, а також зміні функціонування фіскального механізму, які були впроваджені пізніше. До таких змін слід, перш за все, віднести зростання суми податку на доходи фізичних осіб, що надходить до місцевих бюджетів, зростання рівня середньої заробітної плати в країні, збільшення ставок єдиного податку для третьої та четвертої груп платників.

В сучасних умовах реформування фінансової системи держави діяльність Державної казначейської служби України дає можливість зробити бюджетний процес більш ефективним. Функціонування інституту казначейства переконливо свідчить про те, що він є ефективним і доцільним інструментом державного управління бюджетною сферою.
Аналіз сучасного стану фінансування регіонального розвитку (на прикладі Одеської області)

Метою статті є дослідження засад забезпечення розвитку Одеської області та формулювання відповідних рекомендацій. Визначено організаційні засади забезпечення формування та реалізації державної регіональної політики, її нормативно-правове забезпечення. Проаналізовано тенденції регіонального розвитку шляхом з’ясування основних стратегічних напрямів регіонального розвитку Одеської області, проведено аналіз профінансованих програм з обласного бюджету та інвестиційних проектів за рахунок коштів Державного фонду регіонального розвитку за 2018–2019 рр. Установлено переважання фінансування інвестиційних проектів, що належать до сфери так званої «твердої інфраструктури»: будівництво, капітальний ремонт, реконструкція соціальних об’єктів, що, своєю чергою, створює ризик поступового перетворення Державного фонду регіонального розвитку у фонд фінансування інвестиційних програм і проектів, жодним чином не пов’язаних із забезпеченням економічного розвитку регіонів, тобто таких, що не мають інвестиційної та інноваційної складових. Запропоновано відповідні рекомендації в напрямку вдосконалення процедури оцінки інвестиційних проектів, що подаються до розгляду, з метою виявлення ступеня їх дійсного стратегічного впливу на територіальний розвиток; розширення переліку інвестиційних проектів, націлених на забезпечення формування належного бізнес-середовища та підвищення ділової спроможності; побудови чіткої системи критеріїв щодо визначення обсягу державного фінансування окремих регіонів тощо.

В умовах сьогодення, які характеризуються військовим станом, інфляційними процесами, а також загальною дестабілізацією макроекономічної ситуації, ефективність банківської діяльності на території нашої держави є виступає необхідною передумовою забезпечення сталого розвитку. Отже, основною передумовою досягнення економічного відновлення є фінансова стійкість банків, наявність якої, в свою чергу, визначається ефективною і зваженою стратегією антикризового управління банківською системою з боку регулятора.
