dc.description.abstractЗовнішні екстерналії впливу на авіаційну галузь потребують впровадження системного підходу до її розвитку, постановки менеджменту через м’які та жорсткі технології управління змінами. Метою статті є розробка змістовної моделі розвитку авіаційної галузі України через управління змінами в ній. У процесі дослідження використано такі загальнонаукові методи: інформаційний пошук, причинно-наслідковий та системний аналіз, візуалізація, метод аналогій. Результати. Встановлено необхідність переходу від еволюційного до інверсійного розвитку галузі для впровадження необхідних змін. Обґрунтовано, що ефективне втілення стратегії розвитку залежить не тільки від результатів цієї стратегії, але й від вияву інтелектуальних складових і використання інноваційних технологій через реалізацію раціонального вибору в умовах обмеженості уваги. В якості інструментарію запропоновано використовувати системну технологію втручання, яка складається з етапів діагностики, проектування та втілення змін. Побудовано причинно-наслідкову схему регресу авіаційної галузі України Визначено заходи державного управління у формах структурного, інституційного та контекстного впливу на індивідуальному, груповому, міжгруповому та організаційному рівнях розвитку галузі. Перспективи подальших досліджень. Перспективами подальших досліджень є розробка системної карти та моделі державного управління в авіаційній галузі в умовах розвитку її екосистеми.uk_UA
dc.description.abstractExternal externalities of influence on the aviation industry require the introduction of a systematic approach to its development, management through soft and hard technologies of change management. The purpose of the article is to develop a meaningful model of development of the aviation industry of Ukraine through change management in it. The following general scientific methods were used in the research process: information search, causal and system analysis, visualization, analogy method. Results. The necessity of transition from evolutionary to inversion development of the branch for introduction of necessary changes is established. It is substantiated that the effective implementation of the development strategy depends not only on the results of this strategy, but also on the manifestation of intellectual components and the use of innovative technologies through the implementation of rational choice in conditions of limited attention. It is proposed to use system intervention technology as a toolkit, which consists of stages of diagnosis, design and implementation of changes. The causal scheme of regression of the aviation branch of Ukraine is constructed. Therefore, we believe that the provision of the aviation industry is based on three postulates that shape the effective functioning of the market. Firstly, it is free competition with a focus on consumer value, secondly, it is providing a financial perspective that guarantees the implementation of long-term projects in such a way that the guarantor is the state itself, as a participant in the aviation industry, and thirdly, the development of the aviation industry in the strategy of economic development, because the industry ensures the competitiveness of the national economy in the world market. Measures of public administration in the forms of structural, institutional and contextual influence are defined at the individual, group, intergroup and organizational levels of industry development. Prospects for further research. The principles of gaining global competitiveness in the era of digitalization and the industrial revolution 4.0 are determined, namely: in addition to the purpose of supporting the industry, measures are being developed to support the unity of markets and ecosystems. Prospects for further research are the development of a system map and model of public administration in the aviation industry in terms of its ecosystem.
