Abstract: У статті аналізується процес нормалізації відносин між Ізраїлем та чотирма арабськими країнами – ОАЕ, Бахрейном, Марокко та Суданом, що отримав назву «Авраамських угод». Виявляються обставини, завдяки яким укладання цих домовленостей стало можливим, а також їхній потенційний вплив на регіональні процеси. З’ясовано, що нормалізація відносин між Ізраїлем та його сусідами стала результатом глибинних трансформацій, що відбулися в регіоні внаслідок «Арабської весни». Вони відсунули арабо-ізраїльський конфлікт в цілому та палестинську проблему зокрема на периферію регіональних процесів. Збіг інтересів Ізраїлю та поміркованих сунітських режимів навколо подолання спільних проблем безпеки, і насамперед стримування іранської загрози, став фундаментом для підписання «Авраамських угод». Не менш важливу роль у цьому процесі зіграла адміністрація Д. Трампа, яка акцентувала увагу на необхідності утворення антиіранського регіонального об’єднання. Аналіз практичної імплементації «Авраамських угод» через рік після їх підписання свідчить про те, що вони вже принесли дивіденди країнам-учасникам. Особливо це стосується ізраїльсько-еміратського треку, де сторони перейшли до тісного співробітництва в економічній, технологічний та безпековій сферах. Щодо перспектив нормалізації відносин Ізраїлю з іншими країнами Арабського світу, то вони викликають аргументовані сумніви. Просування на цьому шляху буде залежати як від мотивації самих арабських країн, так і від зусиль американської дипломатії. Особливого значення у цьому контексті набувають подальші кроки адміністрації Дж. Байдена. У будь-якому випадку, неврегульованість палестинсько-ізраїльського конфлікту залишається серйозним гальмуючим елементом на шляху до подальшої нормалізації відносин Ізраїлю зі своїми сусідами та загальної стабілізації Близького Сходу.
The purpose of this article is to analyze the process of normalization between Israel and four Arab countries – the UAE, Bahrain, Morocco and Sudan, known as the Abraham Accords. The research identifies the circumstances that made these agreements possible, as well as their potential impact on regional processes. The authors came into conclusion that the normalization of relations between Israel and its neighbors stemmed from the profound transformations that took place in the region as the result of the Arab Spring. They pushed the Arab-Israeli conflict, as well as the Palestinian problem, into the periphery of the regional politics. The convergence of Israel’s and moderate Sunni regimes’ interests around overcoming common security challenges, including the Iranian threat, has become the basis for the Abraham Accords. The activity of the Trump administration, which emphasized the need for creation of an anti-Iranian regional alliance, was also equally significant in this process. Analysis of implementation of the Abraham Accords one year after their signing demonstrates that they have already generated benefits for participating countries. This especially applies to Israel-United Arab Emirates relations, where the parties have come into close cooperation in the economic, technological and security spheres. Regarding the prospects for normalization of Israel’s relations with other countries in the Arab world, they seem quite questionable. Progress in this field will depend both on the motivation of the Arab regimes and on the efforts of American diplomacy. The further steps of the Biden administration are of particular importance in this regard. The unresolved Israeli-Palestinian conflict, at any rate, remains a major impediment to further normalization of Israel’s relations with its neighbors and overall stabilization in the Middle East.
