Анотація
У статті проаналізовано механізм фінансового забезпечення розвитку концесійних відносин. Визначено, що оптимальним варіантом посилення фінансової безпеки
розвитку концесійних відносин є реалізація
активної кластерної концесійної політики,
яка сприятиме сталому розвитку національної економіки за рахунок збалансування потреб та інтересів концесіонерів, держави та
суспільства. Обґрунтовано, що задля розвитку концесійних відносин необхідно забезпечити фінансову безпеку їх реалізації для
потенційних концесіонерів. Оптимальним
варіантом посилення фінансової безпеки розвитку концесійних відносин є запровадження розробленого механізму страхування фінансових ризиків, в основу якого покладене
формування страхового фонду розвитку концесійних відносин, спрямованого на забезпечення фінансової безпеки концесіонерів.
Доведено, що реалізація активної кластерної концесійної політики сприятиме сталому
розвитку національної економіки за рахунок
збалансування потреб та інтересів концесіонерів, держави та суспільства.
В статье проанализирован механизм финансового обеспечения развития концессионных отношений. Определено, что оптимальным вариантом усиления финансовой безопасности развития концессионных отношений является реализация активной кластерной концессионной политики, которая будет способствовать устойчивому развитию национальной экономики за счет сбалансирования потребностей и интересов концессионеров, государства и общества. Обосновано, что для развития концессионных отношений необходимо обеспечить финансовую безопасность их реализации для потенциальных концессионеров. Оптимальным вариантом усиления финансовой безопасности развития концессионных отношений является внедрение разработанного механизма страхования финансовых рисков, в основу которого положено формирование страхового фонда развития концессионных отношений, направленного на обеспечение финансовой безопасности концессионеров. Доказано, что реализация активной кластерной концессионной политики будет способствовать устойчивому развитию национальной экономики за счет сбалансирования потребностей и интересов концессионеров, государства и общества.
Today in Ukraine, the need to manage state and communal property objects through modern forms of management is one of the most effective ways of ensuring the effectiveness of their functioning, as well as infrastructure modernization of the economy. Own experience of using the concession form of managing objects of state and communal property forms is not present in the country, but this very form of management will allow generating sufficient amounts of financial resources necessary for introduction of advanced world innovations and decisions. Ukraine at the present stage concession relations are in the context of transformational changes due to the presence of a significant number of obstacles to their development: political and economic instability in the country, lack of proper investment environment, lack of active support by state authorities and local self-government and reluctance to change the form of government; the presence of signs of corruption in the country’s economy and a significant level of shadowing of the economy. The article analyzes the mechanism of financial support for the development of concession relations. Definitely, the optimal option for strengthening the financial security of the development of concession relations is the implementation of an active clustering concession policy that will contribute to the sustainable development of the national economy by balancing the needs and interests of concessionaires, the state and society. It is substantiated that in order to develop concession relations, it is necessary to ensure the financial security of their implementation for potential concessionaires. The optimal option for enhancing the financial security of the development of concession relations is the introduction of a developed financial risk insurance mechanism, which is based on the formation of an insurance fund for the development of concession relations aimed at ensuring the financial security of concessionaires. It is determined that the implementation of an active cluster concession policy will contribute to the sustainable development of the national economy by balancing the needs and interests of concessionaires, state and society. The development of concession relations remains one of the most realistic tools to overcome the infrastructure decay of the country’s economy, which is why the use of possible innovative forms and methods of financing concession activities that will promote its development is urgent and necessary.
