Анотація
Дисертацію присвячено обґрунтуванню концептуально-теоретичних та
методологічних основ щодо забезпечення досягнення збалансованого розвитку
телекомунікаційними підприємствами і формування науково-методичних
рекомендацій для їхнього практичного застосування в умовах цифрової
трансформації економіки.
У дисертаційній роботі розкрито сучасні закономірності збалансованого
розвитку мікроекономічних систем. Визначено передумови, мотиви та цілі
переходу до концепції збалансованого розвитку підприємств сфери зв'язку та
інформатизації. Класифіковано проблеми збалансованого розвитку підприємств.
Досліджено зовнішні і внутрішні передумови діяльності телекомунікаційних
підприємств в контексті збалансованого розвитку. Сформовано методологічне
обґрунтування розвитку телекомунікаційних підприємств.
Обґрунтовано концепцію збалансованого розвитку телекомунікаційних
підприємств. Визначено теоретичні засади впливу складових потенціалу на
збалансований розвиток телекомунікаційного підприємства. Удосконалено
науково-методичний підхід щодо оцінювання інтелектуального потенціалу як
визначальної базової платформи для забезпечення та відновлення
збалансованого розвитку телекомунікаційного підприємства.
Запропоновано параметричну модель сумісного розгортання
інфраструктури ІКТ телекомунікаційних підприємств з іншими
інфраструктурними об’єктами та визначено засоби захисту активів
телекомунікаційного підприємства від кіберризиків. Побудовано модель
досягнення збалансованої рівноваги між економічною ефективністю та
еколого-соціальною відповідальністю телекомунікаційного підприємства.
Удосконалено науково-методичний підхід щодо оцінювання рівня
соціальної відповідальності телекомунікаційного підприємства; розроблено
механізм оцінювання ефективності збалансованого розвитку
телекомунікаційного підприємства в умовах цифрових трансформацій.
Практичне значення одержаних результатів полягає в тому, що основні
положення та висновки дисертаційної роботи можуть бути використаними
органами державної влади під час формування проектів нормативно-правових
документів, пов’язаних з регулюванням діяльності ринку телекомунікаційних
послуг, а також підприємствами в процесі досягнення збалансованого розвитку в
умовах цифрових трансформацій.
The dissertation is devoted to the substantiation of conceptual-theoretical and methodological bases concerning the maintenance of achievement of balanced development by the telecommunication enterprises and the formation of scientificmethodical recommendations for their practical application in the digital transformation of the economy. The dissertation work reveals the modern patterns of sustainable development of microeconomic systems in the context of digital transformations. The prerequisites, motives and goals of the transition to the concept of sustainable development of enterprises in the field of communications and informatization are determined. The classification of the problem of balanced development of enterprises has been improved. The external and internal preconditions of the telecommunication enterprises' activity in the context of balanced development are investigated. The development of telecommunication enterprises is substantiated on the methodological basis of forming a convergent model of action of telecommunication enterprises in the context of balanced growth, which is based on applying the method of graphical structural analysis and system of result indicators of efficiency of modern telecommunication services. The concept of balanced development of telecommunication enterprises is substantiated, based on the system-process approach and paradigm of ensuring balanced development of internal and external environment. Theoretical bases of influence of potential components on the balanced development of the telecommunication enterprise are defined, which are based on the principles of integrity, quality, adaptability, efficiency, timeliness, which is aimed at determining the synergy effect. The scientific and methodological approach to assessing intellectual potential as a primary determining platform for ensuring and restoring the telecommunications enterprise's balanced development was improved. A parametric model of economic feasibility of co-deployment of ICT infrastructure of telecommunications enterprises with other infrastructure facilities was improved, which considers technical, geographical, organizational, and socioeconomic factors and contributes to the establishment of mutually beneficial relations of participating parties for efficient use of limited resources. Means of protection of assets of the telecommunication enterprise from cyber risks are defined. The author improved the model of achieving a balanced balance between economic efficiency and environmental and social responsibility of a telecommunications company, which is represented by the initial level's coevolutionary development, taking into account global digital trends and resource provision of the company. The scientific and methodological approach to assessing the social responsibility of a telecommunications enterprise, based on the coordination of external factors of 41 influence with internal economic, social, environmental, and resource constraints, was improved. The mechanism of estimation of efficiency of balanced development of the telecommunication enterprise in the conditions of digital transformations which is based on principles of construction of neural networks by an assessment of economic, ecological and social subsystems of the enterprise is developed; is a set of analytical, evaluation and result blocks, the key element of which is to determine the multiplier of the effectiveness of balanced development and use it as a correction factor in assessing the value of the business of a telecommunications company. The practical significance of the results is that public authorities can use the main provisions and conclusions of the dissertation in the formation of draft regulations related to the principle of the telecommunications services market and enterprises in the process of achieving sustainable development in digital transformations.
