Все більшої актуальності набувають питання вивчення
особливостей становлення Гонконгу як світового фінансового центру з можливістю адаптації отриманого досвіду в
Україні. Досвід Гонконгу є цікавим для України з точки зору
ефективно налагодженої банківської справи і страхування, сприятливого податкового клімату, розвинутого корпоративного сектору, розвинутого інвестування, належного
функціонування фінансових посередників, – що, в свою
чергу, сприяє зміцненню фінансової системи країни та її
економічному розвитку. У довгостроковій перспективі перед Україною стоїть вибір між двома альтернативами: або
формування на основі розвиненого національного ринку
фінансового центру світового чи регіонального значення,
або відсталість національного фінансового ринку. Другий,
негативний сценарій, при якому український фінансовий
ринок залишається національним ринком, означає поступовий перетік операцій з фінансовими активами на більш
ефективні та економічно розвинені глобальні ринки. З огляду на вищевикладене, особливої актуальності набувають
питання вивчення досвіду функціонування міжнародних фінансових ринків, дослідження тенденцій їх сучасного стану
і динаміки.
More and more urgent issues are the study of the peculiarities of the formation of Hong Kong as a world financial center with the possibility of adapting the experience gained in Ukraine. Hong Kong's experience is interesting for Ukraine in terms of efficiently established banking and insurance, a favorable tax climate, a developed corporate sector, developed investment, the proper functioning of financial intermediaries. All this contributes to strengthening the country's financial system and its economic development. In the long run, Ukraine has a choice between two alternatives: either the formation of a world or regional financial center based on a developed national market or the backwardness of the national financial market. The second, negative scenario in which the Ukrainian financial market remains a national market means a gradual shift in financial asset operations into more efficient and more economically developed global markets. Taking into account the foregoing, the issue of studying the experience of functioning of international financial markets, studying the trends of their current state and dynamics becomes of particular relevance. Creation in Kyiv of the International Financial Center (IFC) is one of the priority directions of the development of the financial market infrastructure in Ukraine. It must solve several problems at once: increase the volume of attraction and placement of capital by Ukrainian and foreign investors on the territory of Ukraine; expand the composition of the domestic investment market participants; introduce new instruments into the practice of investing; increase the degree of integration of the Ukrainian financial market in the world. Solving these tasks requires a legal basis, a fundamental restructuring of the state regulation of the financial sector, the transition to a new level of quality control of cash flows, as well as the development of financial institutions that contribute to improving the investment climate in the country. Functioning of financial centers leads to an increase in the number of jobs for highly skilled professionals in the field of finance, computer technology and related sectors; to the growth of the tax base, to increase the living standards of the population in this region. International financial centers can not be formed in any city of the world: this requires the presence and aggregation of global financial factors. Will the city evolve as a IFC, depends on the competitiveness of its construction and financial markets, from economic growth, industrial capacity, service standards, urban and national infrastructures. In an era of economic globalization, international financial centers can boast of more wealthy functions and more diverse types of multidimensional development models. Hong Kong, which came out last year by the volume of capital attraction in the IPO market, is extremely attractive to Ukraine. Also a very interesting experience of this metropolis in terms of the development of an international financial center. Kyiv is heading towards the establishment of a regional financial center. Cooperation of financial centers, including in terms of creating financial infrastructure and regulatory regulatory documents, can only bring synergistic effects.
Все большую актуальность приобретают вопросы изучения особенностей становления Гонконга как мирового финансового центра с возможностью адаптации полученного опыта в Украине. Опыт Гонконга является интересным для Украины с точки зрения эффективно отлаженного банковского дела и страхования, благоприятного налогового климата, развитого корпоративного сектора, развитого инвестирования, надлежащего функционирования финансовых посредников, – что, в свою очередь, способствует укреплению финансовой системы страны и ее экономическому развитию. В долгосрочной перспективе перед Украиной стоит выбор между двумя альтернативами: либо формирование на основе развитого национального рынка финансового центра мирового или регионального значения, или отсталость национального финансового рынка. Второй, негативный сценарий, при котором украинский финансовый рынок остается национальным рынком, означает постепенный переток операций с финансовыми активами на более эффективные и развитые глобальные рынки. Учитывая вышеизложенное, особую актуальность приобретают вопросы изучения опыта функционирования международных финансовых рынков, исследование тенденций их современного состояния и динамики.
