Анотація
У статті здійснено огляд сукупності сучасних наукових поглядів на проблематику організації системи міжбюджетних трансфертів, визначено ключові аспекти реформування системи міжбюджетних відносин, досліджено основні трансфертні інструменти бюджетного регулювання, здійснено аналіз динаміки питомої ваги дотацій та субвенцій у загальному обсязі офіційних трансфертів за останні роки. На основі проведеного дослідження виокремлено основні проблеми системи міжбюджетного вирівнювання в сучасних умовах у контексті створення стимулів для саморозвитку територій та фінансової спроможності місцевих органів влади забезпечити ефективний регіональний розвиток відповідної громади
В статье сделан обзор совокупности современных научных взглядов на проблематику организации системы межбюджетных трансфертов, определены ключевые аспекты реформирования системы межбюджетных отношений, исследованы основные трансфертные инструменты бюджетного регулирования, осуществлен анализ динамики удельного веса дотаций и субвенций в общем объеме официальных трансфертов за последние годы. На основе проведенного исследования выделены основные проблемы системы межбюджетного выравнивания в современных условиях в контексте создания стимулов для саморазвития территорий и финансовой способности местных органов власти обеспечить эффективное региональное развитие соответствующих территорий
The article reviews the totality of modern scientific views on the problems of organizing the system of intergovernmental transfers, identifies the key aspects of reforming the system of intergovernmental fiscal relations, among which the most important are ensuring the financial autonomy of local self-government budgets and achieving budget autonomy, building a two-tier system of intergovernmental fiscal relations, expanding the list of stable sources local budget revenues and others. Also, the specific features of the main transfer instruments of budget regulation (subsidies, subventions) have been investigated in view of the range of powers of local self-government bodies regarding their use. The analysis of the dynamics of the share of subsidies and subventions in the total amount of official transfers in recent years has been analyzed. On the basis of the conducted research, the main problems of the system of intergovernmental equalization in the current conditions are distinguished in view of the gradual increase of the differentiation of the levels of economic and social development of the regions; the directing of the state budget funds does not help the development of entrepreneurship and improve the socio-economic state, but to cover the expenditures of those territories They can not independently provide economic growth. The conducted research has created the grounds to believe that these problems in domestic realities can become a serious obstacle to achieving sustainable economic growth. The necessity of solving existing problems in the system of intergovernmental equalization and providing the process of using transfer instruments is the ability to create incentives for self-development of local communities and the financial capacity of local authorities to ensure the effective regional development of the community concerned
